Abstract

ABSTRACT Problem Statement: Sinunukan III village in Mandailing Natal district has great potential for oil palm plantations and has implemented a plasma system with PT SagoNauli. However, the community faces obstacles to independent development due to a lack of knowledge of efficient agricultural practices, lack of management skills, and limited access to technology and capital. Purpose: This study aims to determine the implementation of community economic empowerment through the oil palm plasma program in Sinunukan III Village, as well as its impact on increasing farmers' income. Method: The research method used is descriptive qualitative, with data collection techniques through observation, in-depth interviews, and documentation. Data analysis includes reduction, presentation, and conclusion drawing, focusing on Edi Suharto's five-dimensional empowerment theory: enabling, strengthening, protecting, supporting, and maintaining. Result: The results showed that the implementation of the plasma program went quite well. The program succeeded in creating access to agricultural technology, training, mentoring, and collaboration between cooperatives, companies, and the government. The existence of plasma increases farmers' income and creates a multiplier effect on the local economy through business diversification. However, challenges remain, such as inequitable distribution of training and access to information, as well as fluctuations in Fresh Fruit Bunch (FFB) prices that affect income stability. Conclusion: The oil palm plasma program in Sinunukan III Village contributes positively to community economic empowerment, increasing farmers' income, and collaboration between parties. However, the effectiveness of the program needs to be improved by addressing the challenges of equitable access to training and information, as well as finding solutions to mitigate the impact of palm oil price fluctuations to maintain the stability of farmers' income. ABSTRAK Permasalahan (Kesenjangan Penelitian): Desa Sinunukan III di Kabupaten Mandailing Natal memiliki potensi besar perkebunan kelapa sawit dan telah menerapkan sistem plasma dengan PT. SagoNauli. Akan tetapi, masyarakat menghadapi kendala pengembangan mandiri karena minimnya pengetahuan praktik pertanian efisien, kurangnya keterampilan pengelolaan, serta terbatasnya akses teknologi dan modal. Tujuan: Penelitian ini bertujuan mengetahui implementasi pemberdayaan ekonomi masyarakat melalui program plasma kelapa sawit di Desa Sinunukan III, serta dampaknya terhadap peningkatan pendapatan petani. Metode: Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Analisis data meliputi reduksi, penyajian, dan penarikan kesimpulan, dengan fokus pada teori pemberdayaan lima dimensi Edi Suharto: pemungkinan, penguatan, perlindungan, penyokongan, dan pemeliharaan. Hasil/Temuan: Hasil penelitian menunjukkan implementasi program plasma berjalan cukup baik. Program ini berhasil menciptakan akses teknologi pertanian, pelatihan, pendampingan, dan kolaborasi antara koperasi, perusahaan, dan pemerintah. Keberadaan plasma meningkatkan pendapatan petani dan menciptakan efek berganda ekonomi lokal melalui diversifikasi usaha. Meskipun demikian, tantangan masih ada, seperti ketidakmerataan distribusi pelatihan dan akses informasi, serta fluktuasi harga Tandan Buah Segar (TBS) yang mempengaruhi stabilitas pendapatan. Kesimpulan: Program plasma kelapa sawit di Desa Sinunukan III berkontribusi positif pada pemberdayaan ekonomi masyarakat, peningkatan pendapatan petani, dan kolaborasi antar pihak. Namun, efektivitas program perlu ditingkatkan dengan mengatasi tantangan pemerataan akses pelatihan dan informasi, serta mencari solusi mitigasi dampak fluktuasi harga kelapa sawit untuk menjaga stabilitas pendapatan petani.
