ABSTRAK Penelitian ini berjudul : “IMPLEMENTASI PERATURAN PEMERINTAH NOMOR 53 TAHUN 2010 TENTANG DISIPLIN PNS DI KABUPATEN MERAUKE PROVINSI PAPUA”. Penelitian ini bertujuan untuk mendeskripsikan bagaimana Implemetasi Kebijakan Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin PNS, mengetahui dan menganalisa faktor-faktor yang mendukung dan penghambat dalam pelaksanaannya, serta upaya yang dilakukan untuk mengatasi faktor penghambat tersebut. Adapun yang melatar belakangi penelitian ini adalah bagaimana Peraturan Pemerintah Nomor 53 Tahun 2010 sudah dilaksanakan, namun pada kenyataannya pemberlakuan Peraturan Pemerintah Nomor 53 Tahun 2010 masih terdapat kekurangan karena masih banyaknya pegawai yang belum sepenuhnya memahami ketentuan tersebut. Penelitian dilaksanakan di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Merauke Provinsi Papua dengan menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Dalam memperoleh ananlisis data yang akurat dan relevan yaitu dengan langkah-langkah seperti reduksi data, penyajian data, dan menarik kesimpulan. Dari hasil penelitian ini, implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin PNS di Kabupaten Merauke terdapat faktor pendukung dan penghambat yang salah satunya yaitu seperti faktor pendukung kepedulian pimpinan terhadap bawahan dan faktor penghambat yaitu kurangnya sarana dan prasarana penunjang. Pelaksanaan Peraturan Pemerintah Nomor 53 Tahun 2010 tetang Disiplin PNS di Kabupaten Merauke sudah berjalan dengan baik namun belum maksimal. ABSTRACT This research entitled: "IMPLEMENTATION OF GOVERNMENT REGULATION NUMBER 53 YEAR 2010 ABOUT DISSIPLINE CIVIL SERVICE IN MERAUKE PAPUA PROVINCE". This study aims to describe how the Implemetation of Government Regulation Policy No. 53 of 2010 on Discipline of civil servants, knowing and analyzing the factors that support and inhibit the implementation, as well as efforts made to overcome the inhibiting factors. As for the background of this research is how Government Regulation No. 53 of 2010 has been implemented, but in fact the enactment of Government Regulation No. 53 of 2010 there are still shortages because there are still many employees who have not fully understand the provisions. The research was conducted at Human Resources Agency and Human Resources Development of Merauke Regency of Papua Province using descriptive qualitative research method with inductive approach. Data collection techniques used were interviews, observation and documentation. In obtaining accurate and relevant data ananlisis that is with steps such as data reduction, data presentation, and draw conclusions. From the results of this study, the implementation of Government Regulation No. 53 of 2010 on the Discipline of civil servants in Merauke Regency there are supporting and inhibiting factors which one of them is like the factors supporting the leadership concern to subordinates and inhibiting factors is the lack of supporting facilities and infrastructure.
