Abstract
ABSTRACT Problem/Background (GAP): This study focuses on the issue of the suboptimal implementation of the PPID website in Southwest Aceh Regency, which has hindered the realization of public information transparency due to technical limitations, lack of socialization, and low community participation. Purpose: The aim of this study is to analyze the implementation of the PPID website in achieving public information transparency in Southwest Aceh Regency. Method: This research employs a descriptive qualitative method with an inductive approach. Data collection techniques include interviews with 10 informants, observation, and documentation. The collected data is then analyzed using Grindle’s (1980) policy implementation theory, which covers the dimensions of the content of policy, context of implementation, and outcomes. This research was conducted from January 6 to 25, 2025, with the goal of developing an in-depth understanding of the implementation of the PPID website in realizing public information transparency in Southwest Aceh Regency. Result: The findings indicate that the implementation of the PPID website in Southwest Aceh Regency has contributed positively to public information transparency, particularly in terms of information accessibility. However, challenges persist in the content of policy dimension, including delays in updating information and the lack of interactive features on the website. In the context of implementation dimension, there are challenges in socializing the public’s right to access information and the low technical understanding among users. Meanwhile, in the outcome dimension, although the website has made information access easier, its effectiveness remains limited due to infrastructure constraints and the limited capacity of human resources in managing the website. Conclusion: The implementation of the PPID website in Southwest Aceh Regency has positively contributed to public information transparency but still requires improvements in several aspects, such as timely information updates, enhancing interactive features, and better socialization of public information access rights. To enhance the effectiveness of the PPID website, improvements are needed in technological infrastructure, human resource capacity for website management, and further education for the public regarding the benefits and usage of the website to access public information. Keywords: Website Implementation, PPID, Public Information Transparency, Southwest Aceh Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini berfokus pada permasalahan implementasi website PPID Kabupaten Aceh Barat Daya yang belum optimal dalam mewujudkan keterbukaan informasi publik akibat keterbatasan teknis, sosialisasi, dan partisipasi masyarakat. Tujuan: Tujuan penelitian ini adalah menganalisis implementasi website PPID dalam mewujudkan keterbukaan informasi publik di Kabupaten Aceh Barat Daya. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan melalui wawancara dengan 10 informan, observasi, dan dokumentasi. Data yang terkumpul kemudian dianalisis menggunakan teori implementasi kebijakan dari Grindle (1980), yang mencakup dimensi content of policy, context of implementation, dan outcome. Penelitian ini dilaksanakan pada tanggal 6 hingga 25 Januari 2025 dengan tujuan menyusun pemahaman mendalam mengenai penerapan implementasi website PPID dalam mewujudkan keterbukaan informasi publik di Kabupaten Aceh Barat Daya. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi website PPID di Kabupaten Aceh Barat Daya sudah memberikan kontribusi positif dalam keterbukaan informasi publik, terutama dalam hal aksesibilitas informasi. Namun, terdapat kendala pada dimensi content of policy terkait keterlambatan pembaruan informasi dan kurangnya fitur interaktif pada website. Pada dimensi context of implementation, terdapat tantangan dalam sosialisasi kepada masyarakat mengenai hak akses informasi publik dan rendahnya pemahaman teknis di kalangan pengguna. Sementara itu, pada dimensi outcome, meskipun website telah mempermudah akses informasi, efektivitasnya masih terbatas karena kendala infrastruktur dan keterbatasan kapasitas SDM dalam pengelolaan website. Kesimpulan: Implementasi website PPID di Kabupaten Aceh Barat Daya telah memberikan kontribusi positif terhadap keterbukaan informasi publik, namun masih memerlukan perbaikan dalam beberapa aspek, seperti pembaruan informasi yang tepat waktu, peningkatan fitur interaktif, dan sosialisasi kepada masyarakat mengenai hak akses informasi. Untuk meningkatkan efektivitas website PPID, perlu dilakukan perbaikan pada infrastruktur teknologi, peningkatan kapasitas SDM dalam pengelolaan website, serta edukasi lebih lanjut kepada masyarakat mengenai manfaat dan penggunaan website dalam memperoleh informasi publik.
