Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP): Penanganan kemiskinan di Kabupaten Bangka Tengah masih menghadapi berbagai tantangan meskipun telah diterapkannya Sistem Layanan Kesejahteraan Sosial oleh pemerintah daerah. Permasalahan yang muncul meliputi terbatasnya anggaran, rendahnya penguasaan teknologi di kalangan masyarakat, serta kendala teknis seperti gangguan pada server aplikasi layanan. Hambatan-hambatan ini berdampak pada kurang optimalnya pelaksanaan layanan kesejahteraan sosial di wilayah tersebut. Tujuan: Penelitian ini bertujuan untuk menganalisis keefektifan Sistem Layanan Kesejahteraan Sosial dalam penanganan kemiskinan di Kabupaten Bangka Tengah serta mengidentifikasi faktor-faktor yang mendukung dan menghambat implementasinya. Metode: Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi lapangan, wawancara mendalam dengan staf Dinas Sosial Pemberdayaan Masyarakat dan Desa, perangkat desa, dan masyarakat, serta analisis dokumentasi. Data dianalisis menggunakan perangkat lunak NVIVO 12 Plus untuk memudahkan pengkodean dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa sistem layanan kesejahteraan sosial sudah cukup efektif dalam membantu penanganan kemiskinan. Namun demikian, terdapat sejumlah kendala seperti keterbatasan anggaran, kesenjangan literasi digital di masyarakat, dan gangguan teknis aplikasi. Upaya yang dilakukan pemerintah daerah mencakup pemutakhiran data DTKS secara berkala serta menjalin kerja sama dengan program CSR. Kesimpulan: Keefektifan sistem layanan kesejahteraan sosial dapat ditingkatkan melalui sosialisasi dan pelatihan teknologi kepada masyarakat, penguatan infrastruktur digital, peningkatan kapasitas SDM pelaksana, sinergi lintas sektor dalam pendanaan, serta monitoring dan evaluasi rutin terhadap implementasi program. ABSTRACT Problem Statement/Background (GAP): Poverty remains a pressing issue in Central Bangka Regency, despite the implementation of the Social Welfare Service System by the local government. The system, intended to improve the distribution and accessibility of welfare services, faces several obstacles that hinder its optimal function. These include limited budget allocations, low digital literacy among certain segments of the population, particularly in the use of mobile technology, and frequent technical disruptions such as server downtimes. These challenges limit the system’s effectiveness in delivering timely and equitable assistance to those in need. Purpose: This study aims to analyze the effectiveness of the Social Welfare Service System in addressing poverty in Central Bangka Regency, while identifying the key barriers to its implementation and evaluating the efforts made by the local government to enhance its functionality. Method: A qualitative research approach was used, with data collected through field observations, in-depth interviews with stakeholders such as the Social Agency for Community and Village Empowerment, village officials, and community members, as well as document analysis. NVIVO 12 Plus software was utilized for data coding, processing, and analysis. Result: The findings indicate that while the system has demonstrated a fair level of effectiveness in reaching target beneficiaries, significant limitations remain. These include inadequate funding, insufficient technological infrastructure, and a lack of digital skills among some users. In response, the government has undertaken initiatives such as routine updates of DTKS (Integrated Social Welfare Data), partnerships with Corporate Social Responsibility (CSR) programs, and efforts to provide community training. However, the impact of these initiatives varies, and technological and human resource constraints continue to affect the system’s performance. Conclusion: The Social Welfare Service System in Central Bangka Regency has the potential to effectively mitigate poverty, but systemic challenges must be addressed. Enhancing community digital literacy through continuous training and educational materials, strengthening technical infrastructure, improving the capacity of personnel, and fostering intersectoral collaboration are essential to optimizing system performance and ensuring sustainable outcomes.
