Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of inclusive education policy at the senior high school level is intended to ensure the right to education for all students, including those with special needs. However, its execution continues to face various challenges, such as inadequate infrastructure, limited teacher preparedness, and a lack of alignment between national policies and local conditions. Previous studies have shown that the zoning system does not yet fully guarantee equitable access for students with disabilities. Purpose: This study aims to analyze the implementation of inclusive education policy at the senior high school level, focusing on the effectiveness of zoning regulations and the roles of key stakeholders in supporting equitable and adaptive educational practices. Method: A descriptive qualitative approach was employed to explore in depth the dynamics of policy implementation at the local level. Data were collected through in-depth interviews, observation, and document analysis. A total of eight informants were selected through purposive sampling, including representatives from the Provincial Education Office, school principals, inclusive education teachers, and parents of students with special needs. These individuals were selected based on their direct involvement and substantial insight into the practice of inclusive education in high schools. Result: The findings indicate that while inclusive policies have been formally adopted, their implementation remains uneven and tends to be administrative in nature. Key challenges include limited teacher capacity, insufficient inclusive infrastructure, and a lack of synergy between policy design and on-the-ground needs. Conclusion: To achieve inclusive and equitable education, it is necessary to enhance teacher competence, provide adequate infrastructure, and adjust policy implementation mechanisms to local contexts.
