Abstract

ABSTRACT Problem/Background (GAP): Ideally, in a regional government there is an innovation that supports government activities. However, in Sintang Regency, regional innovation is still very minimal. In fact, there are many disturbances of public order and violations of regional regulations. Although the Regional Regulation on Public Order has been in effect since 2017, data from the Sintang Regency Civil Service Police Unit shows that disturbances of public order and violations of regulations still often occur from 2021 to 2023. In addition, public access to public complaint services does not yet exist. So that the public reports and makes complaints directly to the Sintang Regency Civil Service Police Unit officials. This is a challenge for the Sintang Regency regional government to present an innovation in services for the community in order to handle public order problems and enforce regional regulations sustainably. Method: The research method used is qualitative descriptive with data collection techniques in the form of interviews, observations, and documentation. Meanwhile, data analysis techniques are carried out by means of data reduction, data presentation, and drawing conclusions. Results/Findings: The results of the study indicate that the use of the SITIBUM GAKDA website makes it easier for the public to report violations, speeds up the follow-up process, and increases public participation in maintaining public order. However, there are still obstacles in the form of limited operational costs and lack of public knowledge about SITIBUM GAKDA. Conclusion: Service innovation through the SITIBUM GAKDA website is not optimal. The results of the study showed that of the five indicators of innovation according to Rogers, there were two indicators that had not been achieved, namely Triability and Compatibility, the reports obtained did not cover the entire area of Sintang Regency and the socialization was not yet comprehensive. Efforts that can be made are to carry out intensive socialization activities and submit an adequate budget. Keywords: Innovation, Service, Public Order, Regional Regulation Enforcement ABSTRAK Permasalahan/Latar Belakang (GAP): Idealnya dalam suatu pemerintahan daerah terdapat sebuah inovasi yang menunjang kegiatan pemerintahan. Namun, di Kabupaten Sintang, inovasi daerah masih sangat minim. Padahal, banyak terjadi gangguan ketertiban umum dan pelenggaran terhadap peraturan daerah. Meskipun, sudah diberlakukan Peraturan Daerah tentang Ketertiban Umum sejak tahun 2017, data Satuan Polisi Pamong Praja Kabupaten Sintang menunjukkan bahwa, gangguan ketertiban umum dan pelanggaran peraturan masih kerap terjadi dari tahun 2021 hingga 2023. Selain itu, akses masyarakat terhadap layanan pengaduan publik belum ada. Sehingga masyarakat melakukan pelaporan dan pengaduan langsung kepada pejabat Satuan Polisi Pamong Praja Kabupaten Sintang. Hal ini menjadi tantangan bagi pemerintah daerah Kabupaten Sintang untuk menghadirkan sutau inovasi layanan bagi masyarakat guna menangani masalah ketertiban umum dan penegakan peraturan daerah yang berkelanjutan. Tujuan: Penelitian ini bertujuan untuk menganalisis inovasi pelayanan ketertiban umum dan penegakan peraturan daerah melalui website SITIBUM GAKDA di Satuan Polisi Pamong Praja Kabupaten Sintang. Metode: Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Sedangkan teknik analisis data dilakukan dengan cara reduksi data, penyajian data, serta penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pemanfaatan website SITIBUM GAKDA memudahkan masyarakat dalam melaporkan pelanggaran, mempercepat proses tindak lanjut, dan meningkatkan partisipasi masyarakat dalam menjaga ketertiban umum. Namun demikian, masih terdapat hambatan berupa keterbatasan biaya operasional dan kurangnya pengetahuan masyarakat terhadap SITIBUM GAKDA. Kesimpulan: Inovasi pelayanan melalui website SITIBUM GAKDA belum optimal. Hasil penelitian menunjukkan bahwa dari lima indikator inovasi menurut Rogers terdapat dua indikator yang belum tercapai yaitu Triability (Kemungkinan Dicoba) dan Compatibility (Kesesuaian) adalah laporan yang didapat tidak mencakup seluruh wilayah Kabupaten Sintang serta sosialisasi yang belum menyeluruh. Upaya yang dapat dilakukan adalah melakukan kegiatan sosialisasi secara intensif dan melakukan pengajuan anggaran yang memadai. Kata Kunci: Inovasi, Pelayanan, Ketertiban Umum, Penegakan Perda
