Abstract

ABSTRACT Problem/Background (GAP): Loha Tourism Village in West Manggarai Regency faces challenges of limited access to clean water, electricity, and lack of digital promotion, which have not fully supported the achievement of the Village Sustainable Development Goals (SDGs), particularly goals 6 (clean water), 7 (clean energy), and 17 (partnership). Purpose: This study aims to determine how the dynamics of Collaborative Governance in the development of Loha Tourism Village to realize the Village Sustainable Development Goals (SDGs) in West Manggarai Regency. Method: This research uses a descriptive qualitative method where data collection has been carried out through interviews, observation and documentation, with 12 informants and documents that are in accordance with the research needs and data sources from Primary Data and Secondary Data. Results/Findings: collaborative governance in Loha Tourism Village runs through three main indicators: (1) principled engagement, reflected in regular deliberations and a clear division of roles between actors; (2) shared motivation, in the form of collective commitment and trust between parties; and (3) collective action capacity, supported by institutional strengthening, community training, and optimization of local resources. The drivers of successful collaboration include interdependence, consequential incentives, and initiating leadership, while the main barriers are limited infrastructure and promotion. Conclusion: Collaborative governance has proven effective in strengthening tourism village management, increasing community participation, and encouraging the achievement of the Village SDGs in an inclusive and sustainable manner. Keywords: collaborative governance, tourism village, SDGs, West Manggarai, multi-stakeholder collaboration ABSTRAK Permasalahan/Latar Belakang (GAP): Desa Wisata Loha di Kabupaten Manggarai Barat menghadapi tantangan keterbatasan akses air bersih, listrik, dan minimnya promosi digital, yang belum sepenuhnya mendukung tercapainya Sustainable Development Goals (SDGs) Desa, khususnya tujuan ke-6 (air bersih), ke-7 (energi bersih), dan ke-17 (kemitraan). Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana dinamika Collaborative Governance dalam pengembangan Desa Wisata Loha untuk mewujudkan Sustainable Development Goals (SDGs) Desa di Kabupaten Manggarai Barat. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dimana telah dilakukan pengumpulan data melalui wawancara, observasi dan dokumentasi, dengan 12 informan serta dokumen-dokumen yang sesuai dengan kebutuhan penelitian serta sumber data dari Data Primer dan Data Sekunder. Hasil/Temuan: collaborative governance di Desa Wisata Loha berjalan melalui tiga indikator utama: (1) keterlibatan yang berprinsip, tercermin dari musyawarah rutin dan pembagian peran yang jelas antar aktor; (2) motivasi bersama, berupa komitmen kolektif dan kepercayaan antar pihak; serta (3) kapasitas aksi kolektif, yang didukung oleh penguatan kelembagaan, pelatihan masyarakat, dan optimalisasi sumber daya lokal. Faktor pendorong keberhasilan kolaborasi meliputi saling ketergantungan, insentif konsekuensial, dan kepemimpinan inisiasi, sementara hambatan utama adalah keterbatasan infrastruktur dan promosi. Kesimpulan: collaborative governance terbukti efektif dalam memperkuat pengelolaan desa wisata, meningkatkan partisipasi masyarakat, dan mendorong pencapaian SDGs Desa secara inklusif dan berkelanjutan di Desa Wisata Loha.
