Abstract

Problem Statement/background (GAP): The Family Hope Program (PKH) aims to improve the welfare of poor families through conditional cash transfers and has been implemented nationally as a poverty reduction effort. However, in the City of Sukabumi, there are still beneficiaries who do not meet eligibility criteria, as well as low understanding among new participants regarding the program's mechanisms. Purpose: This study aims to analyze the effectiveness of PKH implementation in improving community welfare in the City of Sukabumi. Method: This research uses a descriptive qualitative method through in-depth interviews (5 informants), observation, and documentation. The effectiveness analysis is based on Edy Sutrisno’s (2007) theory, which consists of five indicators: program understanding, right on target, timeliness, goal achievement, and actual change. Result/Findings: The findings show that out of the five effectiveness indicators, only three are well achieved timeliness, achievement of goals, and observable change. However, the remaining two indicators, namely program understanding and accuracy of targeting, have not been optimized. The main obstacles identified include inaccurate beneficiary data, limited participant understanding, and a lack of both quantity and capacity of social facilitators. Efforts to overcome these challenges include data updating, training for program facilitators, and continuous socialization to the community.. Conclusion: The implementation of the Family Hope Program in the City of Sukabumi has not been effective and still requires improvements in socialization, data accuracy, and program assistance.
