Abstract
ABSTRACT Problem statement/background (GAP): Illegal mining activities in Gowa Regency have various negative impacts, both on the environment and on the social stability of the surrounding community. Purpose: This study aims to analyze the role of the Gowa Regency Civil Service Police Unit (Satpol PP) in preventing conflicts arising from illegal mining activities, as well as identifying the challenges faced in the implementation of these tasks. Method: The research method uses a descriptive qualitative approach, with data collection techniques through in-depth interviews, observations, and documentation. The analysis was carried out using the Miles and Huberman interactive model. The theoretical framework used is role theory according to Jones, which includes the role of regulation, facilitation, direct provision of goods and services, and public services. Results: The results of the writing show that Satpol PP has carried out its role in conducting control, patrols, social mediation, and legal education to the community. However, the effectiveness of the implementation of this role still faces various obstacles, such as limited personnel, lack of coordination between agencies, and low legal awareness in the community. Therefore, it is necessary to strengthen the institutional capacity of Satpol PP, integrate the supervisory system, and multi-stakeholder synergy to create conducive and sustainable social conditions in the mining area. Conclusion: Based on these findings, it is known that the Gowa Regency Satpol PP has a strategic role in preventing mining conflicts through the implementation of the supervisory function and enforcement of local regulations, but still faces a number of challenges, such as geographical conditions, coordination complexity, and limitations of supervision support systems. Keywords: Civil Service Police Unit, Mining Conflict, Local Government Role, Regulation Enforcement, Gowa Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Aktivitas pertambangan ilegal di Kabupaten Gowa menimbulkan berbagai dampak negatif, baik terhadap lingkungan maupun terhadap stabilitas sosial masyarakat sekitar. Tujuan: Penelitian ini bertujuan untuk menganalisis peran Satuan Polisi Pamong Praja (Satpol PP) Kabupaten Gowa dalam mencegah konflik yang timbul akibat aktivitas pertambangan ilegal, serta mengidentifikasi tantangan yang dihadapi dalam pelaksanaan tugas tersebut. Metode: Metode penelitian menggunakan pendekatan kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis dilakukan menggunakan model interaktif Miles dan Huberman. Kerangka teori yang digunakan adalah teori peran menurut Jones, yang mencakup peran regulasi, fasilitasi, penyediaan langsung barang dan jasa, serta pelayanan publik. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Satpol PP telah menjalankan perannya dalam melakukan penertiban, patroli, mediasi sosial, dan edukasi hukum kepada masyarakat. Namun, efektivitas pelaksanaan peran tersebut masih menghadapi berbagai kendala, seperti keterbatasan personel, kurangnya koordinasi antarinstansi, serta rendahnya kesadaran hukum di masyarakat. Oleh karena itu, diperlukan penguatan kapasitas kelembagaan Satpol PP, integrasi sistem pengawasan, dan sinergi multipihak untuk menciptakan kondisi sosial yang kondusif dan berkelanjutan di wilayah pertambangan. Kesimpulan: Berdasarkan temuan tersebut, diketahui bahwa Satpol PP Kabupaten Gowa memiliki peranan strategis dalam mencegah konflik pertambangan melalui pelaksanaan fungsi pengawasan dan penegakan peraturan daerah, tetapi masih menhadapi sejumlah tantangan, seperti kondisi geografis, kompleksitas koordinasi, serta keterbatasan sistem pendukung pengawasan.
