Abstract

ABSTRACT Problem Statement/Background (GAP): Illegal cigarettes represent excisable goods that bypass customs procedures, thereby causing losses to state revenue. Jember Regency has given special attention to the circulation of illegal cigarettes as it not only threatens regional revenue but also poses risks to society. The Jember Regency Government is striving to eradicate the circulation of these illegal goods by establishing collaborative work patterns, specifically synergy between the Civil Service Police Unit (Satpol PP) and the Type C Medium Customs and Excise Service and Supervision Office (KPPBC TMP C). Objective: The objective of this research is to understand the synergy between the Civil Service Police Unit and the Type C Medium Customs and Excise Service and Supervision Office in combating illegal cigarettes in Jember Regency. Method: The method used in this research is descriptive qualitative with primary and secondary data sources using the synergy theory of Najiyati and Rahmat in Rahmawati. Data collection techniques include interviews, observation, and documentation. Results: The findings obtained in this research show that the communication and coordination conducted by both institutions are effective, resulting in systematic and well-organized synergy. Conclusion: The synergy between the Civil Service Police Unit and the Type C Medium Customs and Excise Service and Supervision Office in combating the circulation of illegal cigarettes in Jember Regency is effective and important to maintain. This is due to the communication and coordination system that has been implemented, which has formed strong institutional bonds. Keywords: Synergy, Satpol PP, KPPBC TMP ABSTRAK Permasalahan/Latar Belakang (GAP):Rokok ilegal merupakan salah satu barang cukai yang tidak melewati proses kepabeanan sehingga dapat merugikan pendapatan negara. Kabupaten Jember memberikan perhatian khusus mengenai peredaran rokok ilegal dikarenakan tidak hanya mengancam pendapatan suatu daerah tetapi juga dapat mengancam bagi masyarakat. Pemerintah Kabupaten Jember sedang berusaha untuk memberantas peredaran barang ilegal tersebut, yakni membentuk pola kerja bersama lebih tepatnya Sinergitas antara Satuan Polisi Pamong Praja dan Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C (KPPBC TMP C). Tujuan: tujuan dari penelitian ini adalah untuk mengetahui sinergitas antara Satuan Polisi Pamong Praja dengan Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C dalam melakukan pemberantasan rokok ilegal di Kabupaten Jember. Metode yang digunakan dalam penelitian ini adalah metode Kualitatif Deskriptif dengan sumber data primer dan sekunder dengan menggunakan teori sinergitas Najiyati dan Rahmat dalam Rahmawati. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh dalam penelitian ini yaitu komunikasi dan koordinasi yang dilakukan kedua instansi sudah baik sehingga terbangun sinergitas secara sitematis dan tertata. Kesimpulan: bahwa sinergitas Satuan Polisi Pamong Praja dan Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C dalam pemberantasan peredaran rokok ilegal di Kabupaten Jember sudah baik dan penting untuk dipertahankan. Hal ini disebabkan oleh sistem komunikasi dan koordinasi yang dilakukan sudah membentuk keterikatan. Kata Kunci: Sinergitas, Satpol PP, KPPBC TMP C
