Abstract

ABSTRACT Problem Statement/Background (GAP): This research is based on the suboptimal public service delivery in Tanjung Raya Subdistrict, Agam Regency, particularly in administrative services that are still conventional. Limited human resources, minimal use of information technology, and significant digital disparity between regions have forced citizens to process documents through face-to-face interactions, which are time-consuming, costly, and inefficient. These conditions hinder the effectiveness of public services and reduce citizen satisfaction. Purpose: This study of this research is to design a mobile-based application prototype named PELANTARA (Pelayanan Administrasi Tanjung Raya) to optimize administrative services at the subdistrict level. Method : this research uses a qualitative descriptive method with a prototyping approach based on Pressman's model, which includes four stages: planning, analysis, design, and prototype development. Data were collected through observation, interviews, and document review in Tanjung Raya Subdistrict. Result : The findings obtained by the author in this study are based on the results of the study, Tanjung Raya District faces various obstacles in administrative services, such as manual processes, limited employees, and inadequate digital infrastructure. Communication with the sub-district and the community shows the urgent need for digitalization services, especially for domicile letters, businesses, births, and deaths. The PELANTARA application is designed as a solution with a prototyping approach, including main features such as registration, letter submission, tracking status, and service history archives. This system is designed to reduce costs and travel time for the community, as well as accommodate the roles of village officers, sub-districts, and the general public in one efficient digital service ecosystem. The development process includes needs analysis, interface design, and the creation of prototypes based on use cases and activity diagrams. The application features were tested through user input and showed a positive response, although some minor shortcomings were still found such as navigation buttons and the need for notification features. The application is also designed by considering With a gradual and iterative approach, the PELANTARA prototype has formed a strong foundation for more effective and inclusive digitalization of sub-district administrative services in the future. Conclusion: Based on the results of the research that has been conducted, it can be concluded that the main objective of this study, namely designing a mobile-based application prototype called PELANTARA (Tanjung Raya Administrative Services), has been achieved. This prototype is designed to optimize administrative services at the Tanjung Raya District level by providing key features such as dare letter submission, application status tracking, and service notification process. Through a structured approach in needs analysis, interface design, and system flow creation, the PELANTARA prototype is expected to be an innovative solution in increasing efficiency, transparency, and accessibility of public services in the sub-district environment. Thus, this application has great potential to support digital transformation in administrative services at the sub-district government level. Keywords: Prototype; Mobile Application; Public Service; Administration; Tanjung Raya Subdistrict ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi oleh belum optimalnya pelayanan publik di Kecamatan Tanjung Raya Kabupaten Agam, khususnya dalam pelayanan administrasi yang masih bersifat konvensional. Keterbatasan sumber daya manusia, kurangnya pemanfaatan teknologi informasi, dan tingginya kesenjangan digital antarwilayah menyebabkan masyarakat harus mengurus dokumen secara tatap muka yang memakan waktu, biaya, serta kurang efisien. Hal ini menghambat efektivitas pelayanan publik dan menurunkan tingkat kepuasan masyarakat. Tujuan : Tujuan dari penelitian ini untuk merancang prototype aplikasi berbasis mobile bernama PELANTARA (Pelayanan Administrasi Tanjung Raya) yang dapat mengoptimalkan pelayanan administrasi di tingkat kecamatan. Metode : Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan prototyping menurut Pressman, yang terdiri dari empat tahapan yaitu planning, analysis, design, dan prototype. Data diperoleh melalui observasi, wawancara, dan studi dokumentasi di Kecamatan Tanjung Raya . Hasil/Temuan : Temuan yang diperoleh penulis dalam penelitian ini yaitu berdasarkan hasil penelitian Kecamatan Tanjung Raya menghadapi berbagai kendala dalam pelayanan administrasi, seperti proses manual, keterbatasan pegawai, serta infrastruktur digital yang belum memadai. Komunikasi dengan pihak kecamatan dan masyarakat menunjukkan kebutuhan mendesak akan digitalisasi layanan, terutama untuk surat domisili, usaha, kelahiran, dan kematian. Aplikasi PELANTARA dirancang sebagai solusi dengan pendekatan prototyping, mencakup fitur utama seperti registrasi, pengajuan surat, pelacakan status, hingga arsip riwayat layanan. Sistem ini dirancang untuk mengurangi biaya dan waktu tempuh masyarakat, serta mengakomodasi peran petugas nagari, kecamatan, dan masyarakat umum dalam satu ekosistem layanan digital yang efisien. Proses pengembangan meliputi analisis kebutuhan, perancangan antarmuka, serta pembuatan prototipe berbasis use case dan activity diagram. Fitur aplikasi diuji melalui masukan pengguna dan menunjukkan respon positif, meskipun masih ditemukan beberapa kekurangan minor seperti tombol navigasi dan kebutuhan fitur notifikasi. Aplikasi juga dirancang dengan memperhatikan kebutuhan fungsional dan non-fungsional, seperti keamanan data, kemudahan akses, tampilan responsif, dan dukungan mode offline. Dengan pendekatan bertahap dan iteratif, prototipe PELANTARA telah membentuk dasar kuat untuk digitalisasi layanan administrasi kecamatan yang lebih efektif dan inklusif di masa depan. Kesimpulan : Berdasarkan hasil penelitian yang telah dilakukan, dapat disimpulkan bahwa tujuan utama dari penelitian ini, yaitu merancang prototype aplikasi berbasis mobile bernama PELANTARA (Pelayanan Administrasi Tanjung Raya), telah tercapai. Prototype ini dirancang untuk mengoptimalkan pelayanan administrasi di tingkat Kecamatan Tanjung Raya dengan menyediakan fitur-fitur utama seperti pengajuan surat secara daring, pelacakan status permohonan, serta notifikasi proses layanan. Melalui pendekatan yang terstruktur dalam analisis kebutuhan, perancangan antarmuka, dan pembuatan alur sistem, prototype PELANTARA diharapkan dapat menjadi solusi inovatif dalam meningkatkan efisiensi, transparansi, dan aksesibilitas pelayanan publik di lingkungan kecamatan. Dengan demikian, aplikasi ini memiliki potensi besar untuk mendukung transformasi digital dalam pelayanan administrasi pemerintahan tingkat kecamatan.
