Abstract
ABSTRACT Problem Statement: In the era of digital governance, public access to government data plays a critical role in ensuring transparency and accountability. However, despite the strategic establishment of the Palangka Raya Satu Data (PASADA) website as a centralized open data platform, preliminary observations reveal critical usability issues such as low search engine visibility, underutilized features, and inadequate public awareness. Existing studies on website usability in government contexts often focus on national-level platforms or commercial services, leaving a gap in empirical analysis of local government data websites, particularly in terms of usability dimensions that influence public engagement and access effectiveness. Purpose: This study aims to evaluate the usability level of the PASADA website using the WEBUSE framework. Method: A quantitative descriptive method was applied using a structured questionnaire based on the Website Usability Evaluation Tool (WEBUSE), which covers four core dimensions: Content, Organization and Readability; Navigation and Links; User Interface Design; and Performance and Effectiveness. The questionnaire was distributed to 100 respondents, comprising both civil servants and general users. Data were analyzed using scoring metrics to determine the usability level for each dimension. Result: The study found that the PASADA website achieved an overall usability score of 0.73, placing it in the “good” category. For the Content, Organization and Readability dimension, although the presented information was relevant, issues were identified in the clarity, structure, and readability of the content. In the Navigation and Links dimension, respondents reported difficulties in navigating the site intuitively, with several inactive or broken links affecting the ease of information access. The User Interface Design dimension received a slightly higher score of 0.74, indicating that the visual design was generally well-received, consistent, and user-friendly. Similarly, the Performance and Effectiveness dimension scored 0.74, reflecting adequate system speed and stability, although users noted a lack of helpful feedback or prompts when errors occurred. Overall, all four dimensions contributed to the classification of the website's usability as good, yet highlighted specific areas—particularly in navigation and content clarity—that require targeted improvement to enhance the website’s effectiveness and user satisfaction. Conclusion: The PASADA website is generally effective in supporting public data access, yet targeted improvements are needed in content structure, navigational logic, and system responsiveness to maximize its usability. These findings emphasize the importance of continuous evaluation and iterative design for e-government platforms at the local level. Keywords: Website usability; PASADA; WEBUSE method ABSTRAK Pernyataan Masalah: Di era pemerintahan digital, akses publik terhadap data pemerintah menjadi elemen penting dalam mewujudkan transparansi dan akuntabilitas. Website Palangka Raya Satu Data (PASADA) dibangun sebagai platform data terbuka terintegrasi di tingkat daerah. Namun, observasi awal menunjukkan beberapa permasalahan utama, seperti visibilitas rendah di mesin pencari, fitur yang belum optimal, dan kurangnya sosialisasi kepada masyarakat. Sementara banyak penelitian sebelumnya berfokus pada usability website pemerintah tingkat nasional atau layanan komersial, kajian terhadap usability website pemerintah daerah, khususnya dalam mendukung keterbukaan data publik, masih terbatas. Tujuan: Penelitian ini bertujuan untuk mengevaluasi tingkat usability website PASADA menggunakan kerangka WEBUSE. Metode: Penelitian ini menggunakan pendekatan kuantitatif deskriptif melalui penyebaran kuesioner berbasis instrumen Website Usability Evaluation Tool (WEBUSE) kepada 100 responden, yang terdiri atas aparatur sipil negara dan masyarakat umum. Evaluasi dilakukan terhadap empat dimensi utama usability, yaitu: Content, Organization and Readability; Navigation and Links; User Interface Design; dan Performance and Effectiveness. Data dianalisis dengan teknik skoring merit untuk menentukan level usability masing-masing dimensi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa website PASADA memperoleh nilai usability keseluruhan sebesar 0,73, yang termasuk dalam kategori “baik”. Dimensi Content, Organization and Readability menunjukkan bahwa meskipun informasi yang disajikan sudah relevan, masih terdapat kelemahan dalam struktur penyajian konten dan keterbacaan teks. Pada dimensi Navigation and Links, responden menilai bahwa sistem navigasi belum sepenuhnya intuitif dan beberapa tautan tidak berfungsi dengan semestinya, sehingga mengganggu kelancaran pencarian informasi. Dimensi User Interface Design mendapatkan nilai sedikit lebih tinggi, yaitu 0,74, menunjukkan bahwa antarmuka visual cukup menarik dan konsisten, serta memberikan kenyamanan bagi pengguna. Adapun dimensi Performance and Effectiveness juga memperoleh nilai 0,74, mencerminkan kecepatan akses yang baik dan stabilitas sistem, meskipun masih minim dalam memberikan umpan balik saat terjadi kesalahan penggunaan. Secara keseluruhan, keempat dimensi mendukung kesimpulan bahwa usability website PASADA berada dalam kategori baik, dengan beberapa aspek teknis dan struktural yang perlu ditingkatkan untuk mencapai performa yang optimal. Kesimpulan: Secara umum, website PASADA telah mendukung keterbukaan akses data publik secara cukup efektif. Namun, perbaikan diperlukan pada struktur konten, logika navigasi, dan respons sistem agar kegunaan website dapat dimaksimalkan. Hasil ini menegaskan pentingnya evaluasi berkelanjutan dan pendekatan desain iteratif dalam pengembangan platform e-government tingkat daerah.
