Abstract
ABSTRACT Problem (Research Gap): Siri' na Pacce culture is a local wisdom value of the Bugis-Makassar community that is believed to be able to shape the character of ASN with integrity through values such as shame (siri') and social empathy (pacce). However, in its application in the bureaucratic environment, especially in BKPSDMD Makassar City, there are still various obstacles such as low compliance with the code of ethics, weak work discipline, and lack of ASN's sense of responsibility. Previous research has emphasized ASN integrity from the regulatory aspect and has not empirically explored the influence of local culture as a factor in shaping ASN integrity. Purpose: The purpose of this study was to analyze the influence of Siri' na Pacce culture on ASN integrity in BKPSDMD Makassar City. Methods: This research uses mixed methods with a concurrent embedded design, which combines quantitative data as the main data and qualitative data as supporting data. Data were collected through distributing questionnaires to 58 respondents, in-depth interviews with 13 informants, direct observation, and documentation. Quantitative analysis was conducted with simple linear regression using SPSS, while qualitative analysis was conducted descriptively. Results: The results showed that Siri' na Pacce culture has a positive and significant effect on ASN integrity in BKPSDMD Makassar City. The most influential indicators are honesty, discipline, and responsibility. However, the implementation of these cultural values is still faced with internal obstacles such as differences in understanding across ethnicities, the lack of supporting regulations, and the pressure of the bureaucratic environment. Conclusion: Siri' na Pacce values can be the foundation for strengthening ASN integrity if internalized systemically. Therefore, local culture-based coaching strategies are needed, such as training, socialization, creating a supportive work environment, and consistent supervision to create a bureaucracy with integrity. Keywords: Siri' na Pacce, Integrity, ASN, Local Culture, BKPSDMD ABSTRAK Permasalahan (Kesenjangan Penelitian): Budaya Siri’ na Pacce merupakan nilai kearifan lokal masyarakat Bugis-Makassar yang diyakini mampu membentuk karakter ASN yang berintegritas melalui nilai-nilai seperti rasa malu (siri’) dan empati sosial (pacce). Namun, dalam penerapannya di lingkungan birokrasi, khususnya di BKPSDMD Kota Makassar, masih ditemukan berbagai kendala seperti rendahnya kepatuhan terhadap kode etik, lemahnya disiplin kerja, dan kurangnya rasa tanggung jawab ASN. Penelitian sebelumnya lebih banyak menekankan integritas ASN dari aspek regulasi dan belum menggali secara empiris pengaruh budaya lokal sebagai faktor pembentuk integritas ASN. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis pengaruh budaya Siri’ na Pacce terhadap integritas ASN di BKPSDMD Kota Makassar. Metode: Penelitian ini menggunakan metode campuran (mixed methods) dengan desain concurrent embedded, yaitu menggabungkan data kuantitatif sebagai data utama dan data kualitatif sebagai data pendukung. Data dikumpulkan melalui penyebaran kuesioner kepada 58 responden, wawancara mendalam terhadap 13 informan, observasi langsung, serta dokumentasi. Analisis kuantitatif dilakukan dengan regresi linier sederhana menggunakan SPSS, sementara analisis kualitatif dilakukan secara deskriptif. Hasil/Temuan: Hasil penelitian menunjukkan bahwa budaya Siri’ na Pacce berpengaruh positif dan signifikan terhadap integritas ASN di BKPSDMD Kota Makassar. Indikator yang paling berpengaruh adalah kejujuran, kedisiplinan, dan tanggung jawab. Meskipun demikian, implementasi nilai budaya tersebut masih dihadapkan pada hambatan internal seperti perbedaan pemahaman lintas etnis, minimnya regulasi pendukung, dan tekanan lingkungan birokrasi. Kesimpulan: Nilai-nilai Siri’ na Pacce dapat menjadi fondasi penguatan integritas ASN bila diinternalisasi secara sistemik. Oleh karena itu, diperlukan strategi pembinaan berbasis budaya lokal, seperti pelatihan, sosialisasi, penciptaan lingkungan kerja yang mendukung, serta pengawasan yang konsisten untuk mewujudkan birokrasi yang berintegritas.
