Abstract
Problem/Background (GAP): The empowerment efforts for micro-enterprises in Labuhanbatu Regency still face several challenges, particularly regarding the low capacity of capital, skills, and market access for micro-entrepreneurs. Despite various policies implemented by the Cooperatives, Small, and Medium Enterprises (SMEs) Office, the gap between micro-enterprises and small and medium enterprises (SMEs) remains evident. This gap affects the sustainability and development of micro-enterprises in the region, posing a significant challenge for the local government in improving the economic welfare of the community. Purpose: This study aims to examine the micro-enterprise empowerment efforts carried out by the Cooperatives and SMEs Office of Labuhanbatu Regency and identify the supporting and inhibiting factors in the empowerment process. Method: This study uses a qualitative-descriptive approach with data collection methods through in-depth interviews, observations, and documentation. The informants involved in this study are the Head of the Office, the Head of the Micro-Enterprise Empowerment Division, the Secretary of the Office, and micro-entrepreneurs in Labuhanbatu Regency. Data analysis is conducted using Amartya Sen’s capability theory, focusing on four dimensions of empowerment: access to basic resources, skills development, economic freedom through market access, and social-political participation. Result: The results show that the empowerment efforts carried out by the Cooperatives and SMEs Office have involved various programs, such as providing production equipment, skills training, digital marketing assistance, and the implementation of the "Business Meeting" program to expand market networks. However, the main challenges faced include budget limitations, low utilization of technology, and limited knowledge and skills of micro-entrepreneurs. Supporting factors for empowerment include the availability of equipment assistance programs, community involvement, and increased market access through exhibitions and bazaars. Meanwhile, inhibiting factors include limited capital, low technological capacity, and difficulties in accessing formal financing. Conclusion: The Cooperatives and SMEs Office of Labuhanbatu Regency has implemented several significant empowerment efforts; however, the success of these programs is still limited by budget constraints and gaps in skills and technology. Therefore, further efforts are needed to optimize existing resources, including enhancing collaboration between the local government, the private sector, and micro-enterprise communities to accelerate the development of micro-enterprises in Labuhanbatu Regency.
