Abstract
ABSTRACT Problem Statement/Background (GAP): This research is motivated by various issues in the utilization of the official website portal of the Lima Puluh Kota Regency Government as a public information medium. Several gaps identified in this study include the suboptimal management of the website by the local government, low public participation in accessing the website, unequal internet access coverage across the Lima Puluh Kota Regency area, and the lack of socialization and promotion of the government website to the public. These gaps indicate that although the website is available, its role as a public information medium has not been functioning optimally. Therefore, this research is important to assess the effectiveness of the website in delivering information to the public, while also providing recommendations for improvement based on field findings. Purpose: This research aims to determine the effectiveness of the official website portal of the Lima Puluh Kota Regency Government as a medium for public information. Method: This study employs a qualitative descriptive method with data collection techniques including in-depth interviews, observation, and documentation, using the Website Effectiveness Concept from Aprilia et al. (2014). Data analysis was conducted with the assistance of NVivo 12 Plus software to identify dominant themes and keyword frequencies within the data. Result: The research findings indicate that the effectiveness of the website is not yet fully optimal when viewed from six dimensions:(1) The website serves fairly well as a platform for information delivery, but it has not fully addressed all of the public's informational needs. (2) The government's role in managing the website remains limited due to a lack of human resources and minimal training.(3) The content tends to be incomplete, less engaging, and not regularly updated.(4) Access is limited due to uneven internet network coverage in several areas.(5) Interaction between the government and the public through the website is minimal due to the absence of feedback features or two-way communication.(6) The objective of providing the website as a medium for public information transparency has not been fully achieved, as public participation in accessing it remains low. Conclusion: The official portal website of the Lima Puluh Kota Regency Government has the potential to be an effective medium for public information, as it provides various services and government information online. However, its implementation still faces obstacles such as technical issues, inconsistent content updates, and limited internet access in some areas. Additionally, the low utilization of the website by the community indicates the need for improvements in management, outreach, and content optimization. Therefore, to ensure the website is truly effective as a tool for public information transparency, a strong commitment from the administrators is needed to improve infrastructure, regularly update information, and enhance digital literacy among the community.
