Abstract
ABSTRACT Problem / Background (GAP): the joint Business Group (Kelompok Usaha Bersama – KUBE) program has not yet been optimally implemented in empowering the economic conditions of the poor in Ambon City, Maluku province Objective: This study aims to analyze the implementation of the KUBE Program in addressing poverty in Ambon City. Method: The study uses a qualitative descriptive approach. Data collection techniques include interviews, observations, and documentation. This research adopts the policy implementation theory of Knill and Tosun, which covers criteria such as effectiveness, efficiency, participation, and determinant factors like control structure and administrative capacity. Findings / Results: KUBE contributes to increasing income through small group-based businesses. Supporting factors include local government support and community participation. However, several obstacles remain, such as limited funding, weak monitoring and evaluation, and low public understanding of the program. Conclusion: The implementation of KUBE in Ambon City has not yet reached its full potential. Strengthening mentoring, improving inter-agency coordination, and enhancing oversight are needed so that the program can operate more effectively and sustainably in reducing poverty. Keywords: Poverty, Implementation, Qualitative, Empowerment, Sustainability ABSTRAK Permasalahan / Latar Belakang (GAP): Belum optimalnya Program Kelompok Usaha Bersama (KUBE) dalam upaya pemberdayaan ekonomi masyarakat miskin di Kota Ambon Provinsi Maluku Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi Program KUBE dalam menangani kemiskinan di Kota Ambon. Metode: Penelitian menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan teori implementasi kebijakan oleh Knill dan Tosun, yang mencakup kriteria efektivitas, efisiensi, partisipasi, serta faktor determinan seperti struktur kontrol dan kapasitas administrasi. Hasil/Temuan: KUBE berperan dalam meningkatkan pendapatan masyarakat melalui usaha kecil berbasis kelompok. Faktor pendukung mencakup dukungan dari pemerintah daerah dan partisipasi masyarakat. Namun, masih ditemukan hambatan seperti keterbatasan anggaran, lemahnya monitoring dan evaluasi, serta rendahnya pemahaman masyarakat terhadap program. Kesimpulan: Implementasi KUBE di Kota Ambon belum maksimal. Diperlukan penguatan pendampingan, koordinasi antarinstansi, dan pengawasan agar program dapat berjalan lebih efektif dan berkelanjutan dalam mengurangi kemiskinan.
