Abstract
ABSTRACT Problem Statement/Background (GAP): Waste management in DKI Jakarta Province continues to face escalating challenges due to rapid population growth and increasing economic activities. As one of the largest waste-producing regions in Indonesia, the province’s primary landfill, the Bantar Gebang Integrated Waste Processing Site (TPST), has exceeded its capacity. In response, the DKI Jakarta Provincial Government issued Governor Regulation Number 18 of 2023 concerning Minimum Service Standards for the Integrated Waste Management Unit (UPST). However, the implementation of this regulation still encounters various obstacles, such as limited community-based supervision, ineffective public coordination, infrastructure inadequacies, and a shortage of human resources. These issues hinder the achievement of efficient and sustainable waste management practices. Purpose: This study aims to analyze the implementation of Governor Regulation Number 18 of 2023 by evaluating the effectiveness of the UPST in fulfilling minimum service standards. The research also identifies the supporting and inhibiting factors affecting policy implementation and proposes measures to enhance the operational capacity of UPSTs. Method: A qualitative descriptive approach was used, employing interviews, observations, and documentation as data collection methods. Informants were selected using purposive and accidental sampling techniques. The analysis framework is based on Knill and Tosun’s (2020) policy implementation theory, which includes six dimensions: Policy Instrument Choice, Policy Design, Monitoring Structure, Institutional Design, Administrative Capacity, and Social Acceptance. Result: The findings show that the policy implementation has not yet reached optimal levels. Key issues include insufficient community involvement in monitoring, weak inter-agency coordination, inadequate waste sorting infrastructure, environmental hazards such as landfill landslides, and limited public awareness of waste management responsibilities. Conversely, factors such as adequate budget allocation, stable local revenue, and strong leadership support have positively influenced the operational performance of UPSTs. Conclusion: Although the Governor Regulation provides a structured framework for improving waste management, its implementation requires significant improvements. Recommended actions include the development of new waste processing facilities, optimization of the Bantar Gebang TPST, capacity-building for human resources, and increased collaboration with communities and the private sector. These initiatives are crucial to achieving efficient, resilient, and sustainable waste management in DKI Jakarta. ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan pengelolaan sampah di Provinsi DKI Jakarta terus meningkat seiring dengan pertumbuhan penduduk dan aktivitas ekonomi masyarakat. DKI Jakarta merupakan salah satu wilayah dengan timbulan sampah terbesar di Indonesia, sementara kapasitas Tempat Pengolahan Sampah Terpadu (TPST) Bantar Gebang telah melebihi batas. Untuk mengatasi permasalahan tersebut, Pemerintah Provinsi DKI Jakarta menerbitkan Peraturan Gubernur Nomor 18 Tahun 2023 tentang Standar Pelayanan Minimal Unit Pengelola Sampah Terpadu (UPST). Namun, implementasi kebijakan ini masih menghadapi berbagai kendala, seperti keterbatasan pengawasan, koordinasi yang belum efektif, dan kurangnya sarana prasarana serta sumber daya manusia. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Gubernur Nomor 18 Tahun 2023 tentang Standar Pelayanan Minimal UPST di DKI Jakarta, serta mengidentifikasi faktor-faktor penghambat dan pendukung dalam pelaksanaannya. Metode: Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penentuan informan dilakukan dengan purposive sampling dan accidental sampling. Analisis dilakukan menggunakan teori implementasi kebijakan dari Knill dan Tosun (2020) yang mencakup enam dimensi: pilihan instrumen kebijakan, desain kebijakan, struktur pengawasan, desain kelembagaan, kemampuan administratif, dan penerimaan sosial. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan belum sepenuhnya optimal. Masih terdapat tantangan dalam hal pengawasan, koordinasi, kekurangan SDM, serta kondisi sarana dan prasarana. Faktor penghambat antara lain keterbatasan kapasitas tempat sampah dan pemilahan di sumber, proses transformasi UPST menjadi BLUD, risiko bencana alam, serta rendahnya kesadaran masyarakat. Sementara itu, faktor pendukung mencakup ketersediaan anggaran, stabilitas Pendapatan Asli Daerah, serta dukungan kebijakan dan pimpinan. Kesimpulan: Implementasi kebijakan standar pelayanan minimal UPST di DKI Jakarta masih menghadapi tantangan struktural dan sosial. Upaya optimalisasi dapat dilakukan melalui peningkatan fasilitas pengolahan sampah, optimalisasi TPST Bantar Gebang, peningkatan kapasitas SDM, serta penguatan partisipasi masyarakat dan sektor swasta guna menciptakan pengelolaan sampah yang lebih efektif dan berkelanjutan.
