Abstract
ABSTRACT Problem Statement/Background (GAP): The electronic ID card (KTP-el) service through the SIKAUM website has not been optimally implemented in supporting the application of E Government in Subulussalam City..Purpose: To evaluate the implementation of the SIKAUM website in improving population administration services.Method: A qualitative descriptive approach was used, applying Wirawan's (2012) evaluation theory—evaluating input, process, output, outcome, and impact. Data was collected via interviews, observation, and documentation.Results: SIKAUM improved KTP-el services during COVID-19 by reducing queues. However, issues such as server instability, limited budget, lack of outreach, and poor accessibility in remote areas (Longkib, Rundeng) hinder its effectiveness.Conclusion: Although initially impactful, SIKAUM faces sustainability challenges requiring targeted improvements. ABSTRAK Permasalahan/Latar Belakang (GAP): Belum optimalnya pelayanan KTP-el melalui Webiste SIKAUM dalam mendorong penerapan E-Government di Kota SubulussalamTujuan: Mengevaluasi pelaksanaan Website SIKAUM, dalam meningkatkan pelayanan administrasi kependudukan.Metode: Penelitian menggunakan pendekatan deskriptif kualitatif dengan teori evaluasi Wirawan (2012) meliputi masukan, proses, keluaran, akibat, dan pengaruh. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi.Hasil: Website SIKAUM efektif saat pandemi, namun menghadapi hambatan seperti gangguan server, keterbatasan dana, minimnya sosialisasi, serta akses terbatas di daerah terpencil (Longkib, Rundeng).Kesimpulan: Website SIKAUM perlu perbaikan agar dapat optimal dan berkelanjutan. Kata Kunci: Evaluasi, KTP-el, Website SIKAUM, Pelayanan Publik, E-Government.
