Abstract
Problem Statement/Background (GAP): The lowland, mountainous, and coastal forms of Sorong Regency make community access to needed information difficult. the application of information and communication technology (ICT) requires adequate community digital literacy to minimize the risk of cybercrime. Low digital literacy is a major challenge that requires more attention. The conditions that occur in West Papua Province, especially Sorong Regency, show that the community there is less reliable in the use of information technology, this is the background of this research. Purpose: This study aims to determine the quality of digital literacy of people in Sorong Regency whether they are able to use digital information technology in conducting digital public services. Method: This research uses a Qualitative approach. This approach was chosen because the qualitative model provides full freedom for researchers to describe something in detail and not play only with numbers. Data collection techniques include interviews, observation, and documentation as well as data triangulation. The main theory used to analyze this topic is the theory of literacy pillars by Kominfo in 2020. The informants involved in this research were grouped into 5 classes. Data analysis was carried out through data reduction, data presentation and also conclusion drawing and verification. The instrument of this research is the author himself. Result: This research was conducted to explore the digital literacy of the community in Sorong Regency to see the readiness in facing the implementation of digital-based public services, as in the digital skills dimension, the Sorong Regency Community is still not proficient in operating several digital technologies, in the digital ethics dimension, the Sorong Community has shown positive things with the application of communication ethics in the digital realm, in the digital security dimension it is known that there is still a lack of maximum digital security in Sorong Regency, in the digital culture dimension there are still not many activities that are digitally habitual.. Conclusion: In general, the results of the qualitative research conducted show that the digital literacy of the community in Sorong Regency is already in the good category with a few notes, so it can be said that the implementation of digital services implemented by Sorong Regency is good.
