Abstract
Problem/Background (GAP): The Government of Pati Regency has been promoting the digitalization of public services through the implementation of the Electronic-Based Government System (SPBE), one of which is the e-Wadul application developed by the Regional Inspectorate as a platform for public complaints. However, the application faces several issues, such as the lack of follow-up information regarding complaint handling and the absence of an internal monitoring system that allows real-time tracking of complaint status. This creates a gap between the goal of service transparency and the actual implementation on the ground. Purpose:This study aims to analyze the implementation of a web-based ObjectOriented Analysis and Design (OOAD) in the information system for monitoring public complaints (e-Wadul) at the Regional Inspectorate of Pati Regency, Central Java Province.Method:The study uses a descriptive qualitative approach, with data collected through observation, interviews, and documentation. The system design is developed using the Object-Oriented Analysis and Design method, modeled with Unified Modeling Language (UML).Results:The findings show that the implementation of e-Wadul is formally supported by local regulations, including a Regent Regulation and a Ministry of Home Affairs Regulation. However, public participation remains low, and the current application features do not sufficiently support complaint monitoring. Policymakers demonstrate professionalism and adaptability toward technology, yet feedback to complainants is still handled manually. In terms of resources, human personnel are trained and funding is available, but limited technological infrastructure hampers service effectiveness. While the program’s objective to enhance transparency and accountability is clearly defined, it has not been fully achieved due to the lack of an integrated digital reporting and archiving system. The development of a system based on Object-Oriented Analysis and Design (OOAD) is necessary to strengthen the monitoring function and improve data integration for public complaint services.Conclusion: This study concludes that the implementation of the Object-Oriented Analysis and Design (OOAD) method in the development of a web-based information system has been successful. The system is considered flexible, easily accessible, and capable of enhancing transparency and public trust in the complaint services provided by the Regional Inspectorate of Pati Regency. Keywords: OOAD, e-Wadul, Website, Information System, SPBE, Community Complaints. 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Kabupaten Pati mendorong digitalisasi pelayanan publik melalui implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE), salah satunya melalui aplikasi e-Wadul yang dikembangkan Inspektorat Daerah sebagai media pengaduan masyarakat. Namun, aplikasi ini memiliki permasalahan, seperti tidak tersedianya informasi lanjutan mengenai tindak lanjut pengaduan serta belum adanya sistem monitoring internal yang memungkinkan pelacakan status penanganan secara real-time. Hal ini menciptakan kesenjangan antara tujuan transparansi layanan pengaduan dan realisasi di lapangan. Tujuan: Penelitian ini bertujuan untuk menganalisis penerapan object oriented analysis design berbasis website dalam sistem informasi layanan monitoring pengaduan masyarakat (e-wadul) di Inspektorat Daerah Kabupaten Pati Provinsi Jawa Tengah. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Perancangan sistem dilakukan menggunakan metode Object Oriented Analysis Design dengan pemodelan Unified Modeling Language (UML). Hasil: Hasil penelitian menunjukkan bahwa implementasi e-Wadul telah didukung oleh kebijakan formal melalui Peraturan Bupati dan Permendagri, namun partisipasi masyarakat masih rendah dan fitur aplikasi belum mendukung monitoring pengaduan secara optimal. Pemangku kebijakan menunjukkan sikap profesional dan adaptif terhadap teknologi, namun proses umpan balik kepada pelapor masih dilakukan secara manual. Dari sisi sumber daya, SDM telah terlatih dan anggaran tersedia, tetapi keterbatasan infrastruktur teknologi menghambat efektivitas layanan. Tujuan program untuk meningkatkan transparansi dan akuntabilitas sudah jelas, namun belum tercapai sepenuhnya karena sistem pelaporan dan pengarsipan belum terintegrasi secara digital. Diperlukan pengembangan sistem berbasis Object Oriented Analysis and Design (OOAD) guna memperkuat fungsi monitoring dan integrasi data layanan pengaduan masyarakat. Kesimpulan: Penelitian ini menyimpulkan bahwa penerapan metode OOAD dalam pengembangan sistem informasi berbasis website telah berjalan dengan baik. Sistem ini dinilai fleksibel, mudah diakses, dan mampu meningkatkan transparansi serta kepercayaan masyarakat terhadap layanan pengaduan publik di Inspektorat Daerah Kabupaten Pati.
