Abstract
ABSTRACT Problem Statement/Background (GAP): The coordination between the Population and Civil Registration Office (Disdukcapil) and the Election Commission (KPU) in updating the voter list (DPT) for the 2024 local elections in Kupang City, East Nusa Tenggara Province, is a study stemming from the issue of data inconsistency between the Election Commission (KPU) and the Population and Civil Registration Office (Disdukcapil) of Kupang City, which impacts the validity of the voter list (DPT). Purpose: The objective of this study is to analyse the form of coordination between Disdukcapil and KPU in updating the DPT. Method: The method used by the author in this thesis is a qualitative research method with a descriptive approach based on analysis using Mc. Farland's coordination theory. Ten informants were involved in this study. Data analysis was carried out through data reduction, data presentation, and conclusion drawing and verification. The research instrument was the author himself. Result: The findings of the coordination between Disdukcapil and KPU in updating the DPT for the 2024 regional elections in Kupang City, East Nusa Tenggara Province, were analysed through the dimensions of Mc. In the cooperation dimension, it was found that the cooperation between Disdukcapil and KPU in updating the voter list was already running well. In the process dimension, it was found that the coordination process between stakeholders in the voter data update process for the simultaneous elections in Kupang City was already effective. In the group effort dimension, it was found that coordination between Disdukcapil and KPU was not good in terms of the group effort indicator because they did not work in accordance with regulations. In the unity of action dimension, the researcher found that the unity of action formed by Disdukcapil Kupang City together with KPU Kupang City had been effective because it was carried out based on the established schedule. In the dimension of shared objectives, it was found that the shared objectives implemented by all stakeholders during the voter list update process have been effective. Conclusion: Coordination between Disdukcapil and KPU has been well established through cooperation mechanisms such as access agreements for NIK and the utilisation of DP4 data. Keywords: Coordination, Civil Registry Office, KPU, Voter List Update ABSTRAK Permasalahan/Latar Belakang (GAP): Koordinasi Disdukcapil Bersama KPU dalam Pemutakhiran DPT pada Pilkada 2024 di Kota Kupang Provinsi Nusa Tenggara Timur merupakan penelitian yang berasal dari masalah ketidaksinkronan data kependudukan antara Komisi Pemilihan Umum (KPU) dan Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Kupang yang berdampak pada validitas DPT. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis bentuk koordinasi antara Disdukcapil dan KPU dalam pemutakhiran DPT. Metode: Metode yang digunakan penulis dalam skripsi ini adalah metode penelitian kualitatif dengan pendekatan deskriptif berdasarkan analisis menggunakan teori koordinasi Mc. Farland. Infoman yang dilibatkan dalam penelitian ini berjumlah 10 informan. Analisis data dilaksanakan melalui reduksi data, penyajian data dan juga penarikan kesimpulan dan verifikasi. Instrumen penelitian ini adalah penulis sendiri. Hasil/Temuan: hasil temuan Koordinasi Disdukcapil Bersama KPU dalam Pemutakhiran DPT pada Pilkada 2024 di Kota Kupang Provinsi Nusa Tenggara Timur dianalisis melalui dimensi pada teori koordinasi Mc. Farland, pada dimensi kerja sama diketahui bahwa Kerjasama yang dilakukan Disdukcapil dengan KPU dalam pemutakhiran daftar pemilih sudah berjalan dengan baik, pada dimensi proses diketahui bahwa proses koordinasi antara para pemangku kepentingan pada proses pemutakhiran data pemilih pada Pemilu serempak pada Kota Kupang sudah berlangsung efektif, pada dimensi usaha kelompok diketahui bahwa koordinasi Disdukcapil Bersama KPU belum baik dalam hal indicator Usaha Kelompok karena belum bekerja sesuai dengan regulasi, pada dimensi kesatuan tindakan peneliti menemukan bahwa kesatuan tindakan yang dibentuk Disdukcapil Kota Kupang bersama KPU Kota Kupang telah berlangsung efektif sebab berlangsung berdasarkan proses jadwal yang telah dibentuk, pada dimensi tujuan bersama diketahui bahwa tujuan bersama yang dilaksanakan yang dikerjakan seluruh Stakeholders saat pemuktahiran daftar Pemilih telah berlangsung efektif. Kesimpulan: bahwa koordinasi antara Disdukcapil dan KPU telah terjalin baik melalui mekanisme kerja sama seperti perjanjian hak akses NIK dan pemanfaatan data DP4.
