Abstract
ABSTRACT Problem Statement/Background (GAP): Waste management problems in East Jakarta City Administration are increasingly complex along with the increasing volume of waste and limited handling facilities. Although there has been a waste management policy through the waste bank program, its implementation has not been optimal due to weak coordination between agencies and low public awareness. Purpose: This study aims to analyze the factors that influence the effectiveness of the implementation of the waste bank program in East Jakarta City Administration. Method: This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation of informants from the local government, waste bank managers, and the community. Result: The results of the study indicate that the choice of policy instruments is available but has not been utilized optimally by the implementers. The policy design and institutional structure have been formed but the implementation of SOPs is still weak, supervision is not consistent, and administrative capabilities are still limited in terms of human resources and infrastructure. Meanwhile, social acceptance shows an increase in community participation, but is not evenly distributed throughout the region. Conclusion: This study concludes that the success of the waste bank program needs to be supported by strengthening public education, optimizing facilities and infrastructure, and increasing synergy between implementing institutions. ABSTRAK Permasalahan/Latar Belakang (GAP): Masalah pengelolaan sampah di Kota Administrasi Jakarta Timur semakin kompleks seiring meningkatnya volume sampah dan keterbatasan sarana penanganannya. Meskipun telah ada kebijakan pengelolaan sampah melalui program bank sampah, implementasinya belum berjalan optimal akibat lemahnya koordinasi antarinstansi dan rendahnya kesadaran masyarakat. Tujuan: Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi efektivitas implementasi program bank sampah di Kota Administrasi Jakarta Timur. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap informan dari pemerintah daerah, pengelola bank sampah, dan masyarakat. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pilihan instrumen kebijakan sudah tersedia namun belum dimanfaatkan secara maksimal oleh pelaksana. Desain kebijakan dan struktur kelembagaan sudah terbentuk namun pelaksanaan SOP masih lemah, pengawasan belum konsisten, dan kemampuan administratif masih terbatas dari sisi SDM dan infrastruktur. Sementara itu, penerimaan sosial menunjukkan peningkatan partisipasi masyarakat, namun belum merata di seluruh wilayah. Kesimpulan: Penelitian ini menyimpulkan bahwa keberhasilan program bank sampah perlu ditopang oleh penguatan edukasi publik, optimalisasi sarana dan prasarana, serta peningkatan sinergi antar lembaga pelaksana.
