Abstract

ABSTRACT Problem Statement/Background (GAP): The implementation of the merit system in the management of the State Civil Apparatus (ASN) is crucial for improving bureaucratic governance quality. The merit system is a key indicator in the bureaucratic reform index, particularly in human resource management. However, challenges remain in applying this policy effectively at the regional level, such as at the Regional Personnel Agency (BKD) of Wonosobo Regency. Purpose: This study aims to analyze the implementation of the merit system policy at BKD Wonosobo, identifying the supporting and inhibiting factors influencing the policy’s effectiveness. Method: A descriptive qualitative approach was employed, collecting data through in-depth interviews, observation, and documentation. The analysis is guided by Van Meter and Van Horn’s (in Syahrudin, 2020) policy implementation theory. Result: The findings reveal that merit system implementation at BKD Wonosobo has been relatively effective, especially regarding transparency in open selection processes and performance appraisal systems. However, challenges persist in policy planning, organizational structure, and inter-agency coordination. Key inhibiting factors include limited competent human resources, insufficient budget and facilities, and suboptimal integration of personnel information systems. On the other hand, BKD Wonosobo has initiated improvements such as competency mapping, enhanced collaboration with training institutions, comprehensive job analysis, and optimization of personnel data management. Conclusion: While the merit system implementation contributes positively to enhancing transparency, accountability, and professionalism in ASN management within the local government, ongoing efforts are necessary to overcome structural and resource-related obstacles to achieve optimal policy outcomes. ABSTRAK Permasalahan/Latar Belakang (GAP): Penerapan sistem merit dalam manajemen Aparatur Sipil Negara (ASN) merupakan aspek krusial untuk meningkatkan kualitas tata kelola birokrasi. Sistem merit menjadi indikator utama dalam penilaian indeks reformasi birokrasi, khususnya pada aspek manajemen sumber daya manusia. Namun, implementasi kebijakan sistem merit di tingkat daerah masih menghadapi berbagai kendala, termasuk di Badan Kepegawaian Daerah (BKD) Kabupaten Wonosobo. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem merit di BKD Kabupaten Wonosobo, serta mengidentifikasi faktor penghambat dan pendukung dalam pelaksanaannya. Metode: Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis dilakukan berdasarkan teori implementasi kebijakan Van Meter dan Van Horn (dalam Syahrudin, 2020). Hasil/Temuan: Pelaksanaan sistem merit di BKD Kabupaten Wonosobo telah berjalan cukup baik, terutama pada aspek transparansi seleksi terbuka dan sistem penilaian kinerja pegawai. Namun, masih ditemukan kendala pada perencanaan kebijakan, pengorganisasian pelaksana, dan koordinasi antarlembaga. Faktor penghambat utama meliputi keterbatasan sumber daya manusia kompeten, keterbatasan anggaran dan fasilitas pendukung, serta belum optimalnya integrasi sistem informasi kepegawaian. Di sisi lain, upaya perbaikan seperti pengembangan pemetaan kompetensi, peningkatan kerja sama dengan lembaga pelatihan, dan optimalisasi pengelolaan data pegawai telah dilakukan. Kesimpulan: Implementasi sistem merit di BKD Kabupaten Wonosobo memberikan kontribusi positif terhadap transparansi, akuntabilitas, dan profesionalisme dalam manajemen ASN. Meski menghadapi berbagai hambatan, perbaikan berkelanjutan diperlukan untuk mengoptimalkan pelaksanaan sistem merit di lingkungan pemerintahan daerah.
