Abstract
ABSTRACT Problem Statement/Background (GAP) : Blora Regency is an area with a high incidence of building fires in Central Java Province. Therefore, an appropriate, comprehensive and targeted mitigation strategy is needed to reduce the risk and increase community preparedness against the threat of fire. Purpose : This research aims to determine and analyze the mitigation strategy for building fire disasters in Blora Regency Central Java Province. Method: The research method used in this study is descriptive qualitative with a SWOT analysis approach, which includes identification of strengths, weaknesses, opportunities, and threats. Data were collected through interviews, observations, and documentation of key informants from related agencies and the community. Results : The results showed that the mitigation strategies implemented include educational programs such as “Damkar Goes to School”, the formation of a volunteer firefighter group, the “Outing Class” program to introduce damkar sarpras, and the use of information technology through an integrated reporting system “SIPADU” or Integrated Service System. However, obstacles such as limited budget, human resources, infrastructure, and lack of supporting infrastructure such as hydrants are still significant obstacles. Conclusion : The conclusion of this study is that the building fire disaster mitigation strategy carried out by the Blora District Fire and Civil Service Police Unit through the formulation of a directed strategy involving cross-sector collaboration, has been able to effectively realize fire disaster management in the Blora District area. Increased public understanding of early protection systems needs to be improved so that in the future people become more responsive to potential fire hazards that exist. Keywords : Strategy, SWOT Analysis, Building Fire ABSTRAK Permasalahan/Latar Belakang (GAP) : Kabupaten Blora merupakan wilayah dengan tingkat kejadian kebakaran bangunan yang cukup tinggi di Provinsi Jawa Tengah. Oleh karena itu, diperlukan strategi mitigasi yang tepat, komprehensif, dan terarah guna mengurangi risiko serta meningkatkan kesiapsiagaan masyarakat terhadap ancaman kebakaran. Tujuan : Penelitian ini bertujuan untuk menganalisis strategi mitigasi bencana kebakaran bangunan di Kabupaten Blora Provinsi Jawa Tengah. Metode : Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pendekatan analisis SWOT, yang mencakup identifikasi faktor kekuatan, kelemahan, peluang, dan ancaman. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi terhadap informan kunci dari instansi terkait dan masyarakat. Hasil/Temuan : Hasil penelitian menunjukkan bahwa strategi mitigasi yang diterapkan antara lain melalui program edukasi seperti "Damkar Goes to School", pembentukan kelompok relawan damkar, program “Outing Class” pengenalan sarpras damkar, serta pemanfaatan teknologi informasi melalui sistem pelaporan terintegrasi "SIPADU" atau Sistem Layanan Terpadu. Namun, kendala seperti keterbatasan anggaran, sumber daya manusia, sarana prasarana, dan minimnya infrastruktur pendukung seperti hydrant masih menjadi hambatan signifikan. Kesimpulan : Kesimpulan dari penelitian ini adalah bahwa strategi mitigasi bencana kebakaran bangunan yang dilakukan dapat melalui perumusan strategi yang terarah dengan melibatkan kolaborasi lintas sektor, dapat secara efektif mewujudkan penanggulangan bencana kebakaran di wilayah Kabupaten Blora. Peningkatan pemahaman masyarakat terkait sistem proteksi dini perlu ditingkatkan supaya kedepannya masyarakat menjadi lebih tanggap terhadap potensi bahaya kebakaran yang ada.
