Abstract

Problem Statement/Background (GAP): The advancement of information technology demands government agencies to continuously innovate in delivering effective, efficient, and transparent public services. However, on the website of the Regional Financial and Asset Management Agency (BPKAD) of Bandar Lampung City, several issues were identified, such as inconsistencies in the website’s appearance and a very low and steadily declining number of monthly visits, which negatively affect user experience. Purpose: This study aims to analyze the user experience of the BPKAD Bandar Lampung City website using the USE Questionnaire and Heuristic Evaluation methods. Method: A descriptive quantitative approach was employed by distributing questionnaires to general users and conducting heuristic evaluations with expert evaluators in the field of information technology. These methods were used to identify strengths and weaknesses in terms of functionality, ease of use, usefulness, user satisfaction, and adherence to user interface design principles. Results: The findings indicate a very high user satisfaction level, with an eligibility rate of 83.55%, suggesting the website is highly beneficial for users. However, the heuristic evaluation uncovered several issues categorized as cosmetic problems, minor problems, and major problems that require attention. Conclusion: The BPKAD website is generally well-received by users in terms of satisfaction, but improvements are still needed in interface and navigation design. This study is expected to serve as a reference for the development of more user-focused and responsive public service websites and provide a foundation for future research to improve writing quality and research accuracy.
