Abstract
Problem/Background (GAP): Tangerang City has a high fire incidence rate due to population density, industrial activity, and technical and human factors. Purpose: The purpose of this study is to describe the organizational capacity of BPBD in dealing with fire disasters in Tangerang City. Method: This study uses a qualitative method with a descriptive approach to analyze the organizational capacity of BPBDs based on Douglas Norton's (2003) organizational capacity theory, which includes two main dimensions, namely resources (employees, facilities and infrastructure, budget, and technology) and management (leadership strategies, programs, and relationships with various parties). Results/Findings: The results showed that the organizational capacity of BPBD in fire management still has various obstacles. In terms of resources, the number of personnel available is not sufficient, and there are still limitations in terms of education and technical training for members. In addition, the facilities and infrastructure owned are also still limited, both in terms of quantity and quality, which has an impact on the effectiveness of fire management. The fire reporting system that relies on the 112 call center and the Tangerang Live application is quite effective, but there are still obstacles in the speed of response due to location and the quality of reports received. In terms of management, BPBD Tangerang City has implemented good leadership and established cooperation with various parties to improve operational effectiveness. Conclusion: Based on the results of the discussion, this study concludes that the organizational capacity of the Regional Disaster Management Agency in handling fires in Tangerang City, when viewed from the resource dimension, is still inadequate.
