Abstract
ABSTRACT Problem Statement/Background (GAP): The South Solok Regency Government in order to support open government data by utilizing facilities in the form of the Satu Data Indonesia website which is intended as a media for publishing sectoral data originating from all Regional Devices within the South Solok Regency Government. However, the utilization of the website is still not optimal, because the quality of the published data still does not meet the four principles of Satu Data Indonesia, namely metadata, data standards, data interoperability, and reference codes. Purpose: The purpose of this study was to determine the extent to which the utilization of the Satu Data Indonesia website supports open government data in South Solok Regency, as well as to identify obstacles and efforts that have been made by the local government. Method: This study uses a descriptive qualitative approach with observation, documentation and interview data collection techniques, involving 11 informants whose data was then analyzed using the miles and hubberman technique, namely reduction, presentation and depiction of conclusions and data verification. The theory used is the Elements of Successful E-Government Development (Indrajit, 2016) with dimensions of support, capacity, and value. Result: The results of the study based on Indrajit's theory with three dimensions, namely the support dimension, there are regulations that are the legal basis for implementation, but training and socialization have not been carried out consistently and do not target permanent officers in each regional apparatus, the capacity dimension still finds an imbalance between the needs and availability of human resources, and the value dimension, the website has provided utility for academics and business actors, but has not evenly reached the general public due to limited interactive features and minimal public socialization. Conclusion: The utilization of the Satu Data Indonesia website in South Solok Regency is still not optimal because there are still technical, institutional, and human resource constraints. Therefore, it is necessary to strengthen policies, increase human resource capacity, and budget support so that the implementation of open government data can run optimally and sustainably. Keywords: Satu Data Indonesia; Open Government Data; E-Government; South Solok Regency 1 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Kabupaten Solok Selatan dalam rangka mendukung open government data dengan memanfaatkan sarana berupa website Satu Data Indonesia yang diperuntukkan sebagai media pempublikasian data-data sektoral yang berasal dari seluruh Perangkat Daerah di lingkungan Pemerintah Kabupaten Solok Selatan. Namun, dalam pemanfaatan website tersebut masih belum optimal, karena kualitas data yang terpublikasi masih belum memenuhi empat prinsip Satu Data Indonesia yaitu metadata, standar data, interopebalitas data, dan kode referensi. Tujuan: Tujuan dari penelitian ini untuk mengetahui sejauh mana pemanfaatan website Satu Data Indonesia dalam mendukung open government data di Kabupaten Solok Selatan, serta mengidentifikasi kendala dan upaya yang telah dilakukan oleh pemerintah daerah. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data observasi, dokumentasi dan wawancara, dengan melibatkan 11 informan yang kemudian datanya dianalisis dengan teknik miles and hubberman yaitu reduksi, penyajian dan penggambaran ksesimpulan dan verifikasi data. Teori yang digunakan yaitu Elemen Sukses Pengembangan E-Government (Indrajit, 2016) dengan dimensi support, capacity, dan value. Hasil/Temuan: Hasil penelititian berdasarkan teori Indrajit dengan tiga dimensi yaitu dimensi support terdapat regulasi yang menjadi dasar hukum pelaksanaan, namun pelatihan dan sosialisasi belum berjalan konsisten dan tidak menyasar petugas tetap di setiap perangkat daerah, dimensi capacity masih ditemukan ketimpangan antara kebutuhan dan ketersediaan SDM, dan dimensi value, website telah memberikan nilai guna untuk akademisi dan pelaku usaha, namun belum secara merata menjangkau masyarakat umum karena keterbatasan fitur interaktif dan minimnya sosialisasi publik. Kesimpulan: Pemanfaatan website Satu Data Indonesia di Kabupaten Solok Selatan masih belum optimal karena masih terdapat kendala teknis, kelembagaan, dan sumber daya manusia. Oleh karena itu, diperlukan penguatan kebijakan, peningkatan kapasitas SDM, dan dukungan anggaran agar implementasi open government data dapat berjalan maksimal dan berkelanjutan.
