Abstract
Problem Statement/Background (GAP): Inter-agency synergy is a key element in improving the effectiveness and efficiency of public services, particularly in population administration. In Banda Aceh, the low ownership rate of marriage certificates among legally married couples has become a serious concern. To address this issue, the Department of Population and Civil Registration (Disdukcapil), in collaboration with the Office of Religious Affairs (KUA) throughout Banda Aceh, launched the Pengantin Data Information System (SI DATIN) as an integrated service innovation. Purpose: This study aims to examine the extent of synergy between the Population and Civil Registration Office (Disdukcapil) and the Office of Religious Affairs (KUA) in implementing the Sistem Informasi Data Pengantin (SI DATIN) program for issuing marriage certificates. Method: This research employs a descriptive qualitative approach. Data were collected through interviews with key informants, field observations, and documentation of official records from both Disdukcapil and KUA. The data were analyzed using data reduction, data display, and conclusion drawing techniques. Result: Inter-agency synergy has been established through formal cooperation agreements and a clear division of responsibilities. However, the implementation of the SI DATIN program still faces obstacles such as low public participation, limited outreach, lack of human resources, and weak technical coordination. These challenges have led to a continued low issuance rate of marriage certificates. Conclusion: SI DATIN is a promising innovation in public service delivery, particularly in the field of civil registration. However, its implementation has not yet reached optimal levels. Enhancing public outreach, strengthening cross-agency coordination, and increasing supporting resources and infrastructure are necessary to achieve faster, more accurate, and integrated public services in Banda Aceh.
