Abstract

ABSTRACT Problem Statement/Background (GAP): The implementation of the digitalization process of performance appraisal through Mang Bagja has not aligned with the understanding of some civil servants, within the Bandung City. Purpose: This study aims to analyze the performance appraisal of civil servants through the Mang Bagja application. Method: The research method used is a descriptive qualitative method with an inductive approach. Data sources were obtained through interviews, observations, and documentation. Result: The results showed that the performance appraisal through the Mang Bagja application has been running fairly well and has succeeded in increasing the accuracy and objectivity of civil servant performance appraisal compared to the previous manual system. Although in its implementation there are several obstacles were encountered, such as network and connectivity issues, data transparency and validation challenges, lack of understanding and digital literacy, and adaptation to regulatory changes. The efforts made to overcome obstacles are by checking internet connections, information disclosure and tighter external supervision, intensive training related to the use of the Mang Bagja application and socialization.Conclusion: : the performance appraisal through the Mang Bagja application in BKPSDM Bandung City has been running fairly well and has succeeded in increasing the accuracy and objectivity of civil servant performance appraisal Keywords: Performance Appraisal, Civil Servants, Mang Bagja Application ABSTRAK Permasalahan/Latar Belakang (GAP): Pelaksanaan proses digitalisasi penilaian kinerja melalui Mang Bagja belum sejalan dengan pemahaman sebagian ASN di Kota Bandung. Tujuan: Penelitian ini bertujuan untuk menganalisis penilaian kinerja ASN melalui aplikasi Mang Bagja. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan sumber data primer dan sekunder. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penilaian kinerja melalui Aplikasi Mang Bagja sudah berjalan baik serta berhasil meningkatkan akurasi dan objektivitas dalam penilaian kinerja ASN dibandingkan dengan sistem manual sebelumnya, meskipun dalam pelaksanaanya terdapat beberapa hambatan seperti jaringan dan koneksi, transparansi dan validasi data, kurangnya pemahaman dan literasi digital serta adaptasi terhadap perubahan regulasi. Adapun upaya yang dilakukan untuk mengatasi hambatan yaitu dengan memeriksa koneksi internet, keterbukaan informasi dan pengawasan eksternal yang lebih ketat, pelatihan intensif terkait penggunaan aplikasi Mang Bagja serta sosialisasi. Kesimpulan: Penilaian kinerja melalui Aplikasi Mang Bagja di BKPSDM Kota 2 Bandung sudah berjalan baik serta berhasil meningkatkan akurasi dan objektivitas dalam penilaian kinerja ASN Kata Kunci: Penilaian Kinerja, Aparatur Sipil Negara, Aplikasi Mang Bagja
