Abstract
ABSTRACT Problem/Background (GAP): The administration of community organization registration and reporting services in North Kalimantan Province has not been resolved, this is evidenced by the fact that there are still manual services even though services through the website have been implemented for a long time, there are still community organizations that are not registered due to the lack of socialization of the online system to the community. Purpose: The purpose of this study is to determine the level of effectiveness of community organization registration and reporting services through the website, to find out the obstacles and supporters and to find out efforts to overcome obstacles by the North Kalimantan Province National and Political Unity Agency. Method: This study uses a descriptive qualitative approach with primary and secondary data sources. Data collection techniques were carried out through interviews, observations, and documentation. Results: The results showed that the registration and reporting services of community organizations are still not effective. This can be seen from the unachievement of activity targets for data collection of community organizations, the absence of governor regulations for the implementation of this online registration and reporting service, inadequate human resources. In addition, the unavailability of community satisfaction surveys so that we cannot know the results of the service. The efforts made to overcome these obstacles include the provision of computers or smartphones specifically for elderly community organizations and special assistance to support service delivery, recruitment of employees for the availability of adequate human resources, regulations on registration and reporting of community organizations through the website. It is necessary to create a community satisfaction index to determine the quality of services at the North Kalimantan Province National and Political Unity Agency. Conclusion: Registration and reporting services for community organizations in North Kalimantan Province are still not effective because there are still many obstacles faced by the National Unity and Political Agency of North Kalimantan Province. Keywords: Effectiveness, Service, Community Organization ABSTRAK Permasalahan/Latar Belakang (GAP) : Administrasi pelayanan pendaftaran dan pelaporan organisasi kemasyarakatan di Provinsi Kalimantan Utara belum teratasi, hal ini dibuktikan masih adanya pelayanan secara manual padahal pelayanan melalui website sudah diberlakukan sejak lama, masih adanya organisasi kemasyarakatan yang tidak terdaftar dikarenakan kurangnya sosialisasi terhadap sistem online kepada Masyarakat. Tujuan: Tujuan dari penelitian ini yaitu untuk mengetahui tingkat efektivitas pelayanan pendaftaran dan pelaporan organisasi kemasyarakatan melalui website, untuk mengetahui kendala serta pendukung dan untuk mengetahui upaya dalam mengatasi penghambat oleh Badan Kesatuan Bangsa dan Politik Provinsi Kalimantan Utara. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan sumber data primer dan sekunder. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil/ Temuan: Hasil penelitian menunjukkan bahwa pelayanan pendaftaran dan pelaporan organisasi kemasyarakatan masih belum efektif. Hal ini terlihat dari belum tercapainya target kegiatan untuk pendataan organisasi kemasyarakatan, belum adanya regulasi gubernur untuk pelaksanaan pelayanan pendaftaran dan pelaporan secara online ini, sumber daya manusia yang belum memadai. Selain itu, belum tersedianya survei kepuasan masyarakat sehingga belum bisa mengetahui hasil pelayanan. Adapun upaya yang dilakukan untuk mengatasi kendala tersebut antara lain adalah penyediaan komputer ataupun smartphone khusus organisasi kemasyarakatan yang lanjut usia serta pendampingan khusus untuk menunjang dalam pemberian pelayanan, perekrutan pegawai untuk tersedianya sumber daya manusia yang memadai, peraturan tentang pendaftaran dan pelaporan organisasi kemasyarakatan melalui webiste. Perlu adanya pembuatan indeks kepuasan masyarakat untuk mengetahui kualitas pelayanan yang ada di Badan Kesatuan Bangsa dan Politik Provinsi Kalimantan Utara. Kesimpulan : Pelayanan pendaftaran dan pelaporan organisasi kemasyarakatan di Provinsi Kalimantan Utara masih belum efektif dikarenakan masih banyaknya kendala yang di hadapi oleh Badan Kesatuan Bangsa dan Politik Provinsi Kalimantan Utara.
