Abstract
ABSTRACT Problem (GAP): Gianyar Regency is one of the regencies in Bali Province that contributes significantly to daily waste accumulation. The researcher focuses on waste management in Gianyar Regency, where a waste management program has been launched. However, the volume of waste in Gianyar Regency has not decreased significantly. Objective: The objective of this study is to evaluate the effectiveness of the Waste Management Program through the Provision of Reuse, Reduce, Recycle Waste Processing Facilities (TPS 3R) by the Environmental Office in Gianyar Regency, Bali Province. Method: This research uses a qualitative descriptive method with an inductive approach based on Simangunsong, as well as an effectiveness analysis framework by Duncan as cited in Steers (Steers, 2015). Data collection techniques include interviews, observation, and documentation. Data were analyzed using data reduction, information presentation, and conclusion drawing techniques. Results/Findings: The findings of this study indicate that Gianyar Regency ranks third among regencies with the highest waste accumulation. This shows that Gianyar Regency contributes significantly to the annual waste accumulation in Bali Province. Being a major tourist destination, Gianyar faces challenges in managing its waste effectively. Several obstacles affect the effectiveness of the Waste Management Program through the Provision of TPS 3R facilities by the Environmental Office in Gianyar Regency, such as a lack of public awareness, the lengthy composting process, and insufficient land area for TPS 3R facilities. Conclusion: The researcher concludes that the effectiveness of the Waste Management Program through the Provision of Reuse, Reduce, Recycle Waste Processing Facilities (TPS 3R) by the Environmental Office in Gianyar Regency, Bali Province, based on Duncan’s effectiveness theory as cited in Steers (Steers, 2015), has been running well and effectively, as it meets the dimensions and indicators of Duncan’s effectiveness theory. Keywords: Effectiveness; Waste; TPS 3R ABSTRAK Permasalahan (GAP) Kabupaten Gianyar merupakan salah satu kabupaten di Provinsi Bali yang menjadi penimbun sampah per-hari dengan jumlah yang banyak. Peneliti berfokus pada penenganan sampah di Kabupaten Gianyar yang sudah dicanangkan program pengelolaan sampah namun timbunan sampah Kabupaten Gianyar belum berkurang dengan signifikan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui Efektivitas Program Pengelolaan Sampah Melalui Penyediaan Tempat Pengelolaan Sampah Reuse, Reduce, Recycle (TPS 3R) Oleh Dinas Lingkungan Hidup Di Kabupaten Gianyar Provinsi Bali. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif menurut Simangungsong, serta dengan analisis Efektivitas oleh Duncan dalam Steers (Steers, 2015). Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi dengan analisis data menggunakan teknik reduksi data, penyajian informasi dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini adalah Kabupaten Gianyar menduduki pringkat ke-3 sebagai kabupaten dengan penimbun sampah terbanyak. Hal ini menunjukkan bawasannya Kabupaten Gianyar turut memberikan dampak kepada Provinsi Bali dalam menimbun sampah setiap tahunnya. Kabupaten Gianyar adalah kabupaten yang menjadi salah satu destinasi wisata bagi wisatawan hal ini tentunya menjadi suatu tantangan bagi Kabupaten Gianyar dalam mengelola sampah. Terdapat kendala dalam Efektivitas Program Pengelolaan Sampah Melalui Penyediaan Tempat Pengelolaan Sampah Reuse, Reduce, Recycle (TPS 3R) Oleh Dinas Lingkungan Hidup Di Kabupaten Gianyar Provinsi Bali yaitu dengan kurangnya kesadaran dari masyarakat, metode komposting yang digunakan memerlukan waktu lama, serta lahan dari TPS 3R belum cukup luas. Kesimpulan: Penulis menyimpulkan bahwa Efektivitas Program Pengelolaan Sampah Melalui Penyediaan Tempat Pengelolaan Sampah Reuse, Reduce, Recycle (TPS 3R) Oleh Dinas Lingkungan Hidup Di Kabupaten Gianyar Provinsi Bali setelah dilakukan analisis menggunakan teori efektivitas oleh Duncan dalam Steers (Steers, 2015) telah berjalan dengan baik dan efektif sesuai dengan terpenuhinya dimensi serta indikator dari teori efektivitas oleh Duncan.
