Abstract
ABSTRACT Problem Statement (Research GAP): This research is motivated by the low level of employee work discipline at the Regional Disaster Management Agency (BPBD) of Langsa City prior to the implementation of the fingerprint attendance system, such as high levels of tardiness, unexplained absences, and manipulation of manual attendance records. The research gap lies in the lack of in-depth studies on how the implementation process of fingerprint attendance technology affects disciplinary behavior among public sector employees, particularly in disaster management institutions. Purpose: The objective of this study is to analyze the implementation of the fingerprint attendance system in improving work discipline, identify the challenges faced during its implementation, and provide relevant solutions to strengthen a culture of discipline in the workplace. Method: This study employs a descriptive qualitative method using Charles O. Jones’ policy implementation theory, which consists of three dimensions: organizing, interpretation, and application. Data were obtained through in-depth interviews, direct observation, and document studies involving five key informants. Result: The results of the study indicate that the implementation of the fingerprint attendance system succeeded in reducing employee tardiness by up to 25%. However, there are still several challenges, including resistance from senior employees, technical issues with the machines, and a lack of training. Conclusion: In conclusion, the fingerprint attendance system has contributed positively to improving work discipline. However, its long-term success requires continued support in the form of technical training, system refinement, and the integration of attendance data into the employee performance evaluation system. Jones ABSTRAK Permasalahan (Kesenjangan Penelitian): Penelitian ini dilatarbelakangi oleh masih rendahnya disiplin kerja pegawai di lingkungan Badan Penanggulangan Bencana Daerah Kota Langsa sebelum diterapkannya absensi sidik jari, seperti tingginya tingkat keterlambatan, ketidakhadiran tanpa keterangan, serta manipulasi data absensi manual. Kesenjangan penelitian ini terletak pada kurangnya kajian mendalam mengenai bagaimana proses implementasi teknologi absensi sidik jari memengaruhi perilaku kedisiplinan pegawai sektor publik, khususnya di instansi penanggulangan bencana. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis implementasi sistem absensi sidik jari dalam meningkatkan disiplin kerja, mengidentifikasi kendala yang dihadapi dalam penerapannya, serta memberikan solusi yang relevan bagi penguatan budaya kerja disiplin. Metode: Metode yang digunakan adalah kualitatif deskriptif dengan teori implementasi kebijakan Charles O. Jones yang terdiri dari dimensi organizing, interpretation, dan application. Data diperoleh melalui wawancara mendalam, observasi langsung, dan studi dokumentasi terhadap lima informan kunci. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi absensi sidik jari mampu menurunkan tingkat keterlambatan pegawai hingga 25%. Namun, masih terdapat kendala berupa resistensi dari pegawai senior, kendala teknis mesin, serta kurangnya pelatihan. Kesimpulan: Kesimpulannya, absensi sidik jari memberikan kontribusi positif terhadap peningkatan disiplin kerja, namun keberhasilan jangka panjangnya memerlukan dukungan pelatihan teknis, penyempurnaan sistem, serta integrasi data ke dalam sistem evaluasi kinerja pegawai.
