Abstract

ABSTRACT Problem Statement/Background (GAP): The practice of money politics has become a worrying phenomenon in the democratic process in Indonesia, including in Kota Masohi District which recorded 29.6% of money politics cases from the total cases in Central Maluku Regency in the 2020 Pilkada. However, there has been no research that examines strategies to minimize the practice of money politics and focuses on causal factors other than socio-economic factors. Purpose: This study aims to analyze the causes of money politics practices, the possibility of minimizing them, and formulating effective prevention strategies. Method: Using a qualitative descriptive-analytical approach with data collection techniques through in-depth interviews, observation, and documentation. The research informants numbered 39 people consisting of election supervisors, election organizers, community leaders, the general public, and political parties. Result: The study identified that the practice of Money Politics in Kota Masohi District occurred due to weak supervision and policy regulation from KPU regulations, the existence of transactional winning strategies and the strong political patronage system "Pela-Gandong" which resulted in the people of Kota Masohi District practicing money politics. Conclusion: The practice of money politics in Kota Masohi District occurred due to political, legal and cultural factors that require a complex policy strategy to minimize the occurrence of money politics cases in regional or general elections. As well as being a guideline in strengthening supervision and strengthening a clean, honest and fair democratic system. ABSTRAK Permasalahan/Latar Belakang (GAP): Praktik politik uang telah menjadi fenomena yang mengkhawatirkan dalam proses demokrasi di Indonesia, termasuk di Kecamatan Kota Masohi yang mencatat 29,6% kasus politik uang dari total kasus di Kabupaten Maluku Tengah pada Pilkada 2020, Namun belum terdapat penelitian yang mengkaji tentang strategi dalam meminimalisir praktik politik uang dan berfokus pada faktor penyebab selain sosio-ekonomi. Tujuan: Penelitian ini bertujuan untuk menganalisis penyebab terjadinya praktik politik uang, kemungkinan meminimalisirnya, dan merumuskan strategi pencegahan yang efektif. Metode: Menggunakan pendekatan kualitatif deskriptif-analitik dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan penelitian berjumlah 39 orang yang terdiri dari unsur pengawas pemilu, penyelenggara pemilu, tokoh masyarakat, masyarakat umum, dan partai politik. Hasil/Temuan: Penelitian mengidentifikasi bahwa praktik Politik Uang di Kecamatan Kota Masohi terjadi karena lemahnya pengawasan dan regulasi kebijakan dari peraturan KPU, adanya strategi pemenangan yang bersifat tranksaksional dan kuatnya system patronase politik “Pela-Gandong” yang mengakibatkan masyrakat kecamatan kota masohi melakukan praktik politik uang. Kesimpulan: Praktik Politik uang di Kecamatan Kota Masohi terjadinya karena faktor politik, hukum dan budaya yang memerlukan sebuah strategi kebijakan yang kompleks untuk meminimalisir terjadinya kasus politik uang di pemilihan kepala daerah atau umum. Serta menjadi pedoman dalam menguatkan pengawasan dan menguatkan system demokrasi yang bersih, jujur dan adil Kata kunci: Politik Uang, Pemilihan Kepala Daerah, Kecamatan Kota Masohi, Strategi Pencegahan, Patronase Politik
