Abstract
ABSTRACT Problem Statement/Background (GAP): The civil registration process in Jayapura City encounters major challenges, including long queues and limited access to electronic identity cards (e-KTP), despite the introduction of the PACEMACE application to improve public service delivery. These obstacles persist due to various internal and external factors affecting implementation. Purpose: This study aims to describe and analyze the implementation of the PACEMACE application in civil registration services, focusing on organizational readiness, regulatory support, budget allocation, human resources, and technological infrastructure. Method: A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation. Data were analyzed using NVivo 12 software, guided by the policy implementation theory proposed by Thomas R. Dye, which examines the policy execution process across several dimensions. Result: The findings indicate that while the organizational structure for implementation is in place, it lacks a specific unit dedicated to the PACEMACE application. The budget dimension remains a constraint, as no dedicated funds have been allocated for application development and support. Existing regulations do not sufficiently address technological implementation, and human resources require enhanced training and socialization to support the effective use of the application. Although the technological infrastructure is generally adequate, certain devices require maintenance or replacement. Conclusion: For optimal implementation of the PACEMACE application, it is essential to allocate a dedicated budget, revise regulations to include technological considerations, and improve human resource capacity through continuous training and outreach. ABSTRAK Permasalahan/Latar Belakang (GAP): Proses administrasi kependudukan di Kota Jayapura masih menghadapi berbagai kendala, seperti antrian panjang dan akses terbatas terhadap Kartu Tanda Penduduk elektronik (KTP-el), meskipun telah diperkenalkan aplikasi PACEMACE untuk meningkatkan pelayanan publik. Permasalahan ini menunjukkan belum optimalnya implementasi inovasi digital dalam pelayanan kependudukan. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi aplikasi PACEMACE dengan menyoroti aspek organisasi, anggaran, regulasi, sumber daya manusia, dan infrastruktur teknologi dalam menunjang pelayanan administrasi kependudukan. Metode: Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan bantuan perangkat lunak NVivo 12 dan menggunakan teori implementasi kebijakan dari Thomas R. Dye sebagai kerangka analisis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa dimensi organisasi pelaksana telah terbentuk dengan baik, meskipun belum memiliki struktur khusus untuk aplikasi PACEMACE. Dari sisi anggaran, belum terdapat alokasi dana khusus yang menyebabkan terhambatnya pengembangan aplikasi. Regulasi yang ada belum mengakomodasi aspek teknologi secara menyeluruh. Sumber daya manusia memerlukan peningkatan kapasitas melalui pelatihan dan sosialisasi, agar masyarakat lebih memahami penggunaan aplikasi. Infrastruktur teknologi dinilai cukup memadai, walaupun terdapat beberapa perangkat yang perlu perbaikan. Kesimpulan: Untuk mewujudkan implementasi aplikasi PACEMACE yang optimal, perlu adanya penguatan kapasitas sumber daya manusia, alokasi anggaran khusus, serta pembaruan regulasi yang mendukung penerapan teknologi dalam pelayanan publik.
