Abstract
ABSTRACT Problem Statement (Kesenjangan Penelitian): The regulation of beggars and homeless people (Gepeng) in Bengkulu City is one of the major challenges in maintaining public order and creating a disciplined and prosperous environment. The presence of Gepeng constantly occupying public spaces affects the comfort of the community and adds to the social burden. The Bengkulu City Government, through the Civil Service Police Unit (Satpol PP), has made efforts to regulate the presence of Gepeng with various policies and strategies. Purpose: This study aims to analyze the implementation of Gepeng regulation by Satpol PP in Bengkulu City, using the Control Theory by Eviany and Sutiyo with the dimensions of control efforts: (1) Action-Based Efforts, (2) Equipment Used, and (3) Objectives. Method: The research method used is a qualitative approach with interviews and field observations of Satpol PP personnel, the Social Service, and the community. Result: The findings indicate that the regulation of beggars and homeless people in Bengkulu City involves various strategies, including socialization with the community, increased patrols, and coordination between Satpol PP and the Social Service for counseling and social rehabilitation. The public is also encouraged to be more prudent in providing assistance to Gepeng through official institutions rather than giving money directly. However, this regulation faces significant challenges such as the limited availability of temporary shelters, the presence of Gepeng from outside the region, and the continued direct monetary assistance given by the public. Conclusion: This study concludes that the success of this regulation heavily depends on the synergy between the government, Satpol PP, the Social Service, and the community to create a more disciplined, safe, and prosperous environment, so that Bengkulu City can be free from vagrants and beggars. Keywords: Regulation, Beggars and Homeless People, Civil Service Police Unit ABSTRAK Permasalahan (Kesenjangan Penelitian): Penertiban gelandangan dan pengemis (gepeng) di Kota Bengkulu menjadi salah satu tantangan besar dalam menjaga ketertiban umum dan menciptakan lingkungan yang tertib dan sejahtera. Keberadaan gepeng yang terus-menerus berada di ruang publik mempengaruhi kenyamanan masyarakat dan menambah beban sosial. Pemerintah Kota Bengkulu melalui Satuan Polisi Pamong Praja (Satpol PP) telah berupaya untuk menertibkan keberadaan gepeng dengan berbagai kebijakan dan strategi. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan penertiban gepeng oleh Satpol PP di Kota Bengkulu dengan menggunakan Teori Penertiban Eviany dan Sutiyo dengan dimensi upaya penertiban : (1) Upaya Berupa Tindakan, (2) Perlengkapan yang Digunakan, dan (3) Tujuan. Metode: Metode penelitian yang digunakan adalah pendekatan kualitatif dengan wawancara dan observasi lapangan terhadap aparat Satpol PP, Dinas Sosial, dan masyarakat. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penertiban gelandangan dan pengemis di Kota Bengkulu melibatkan berbagai strategi, termasuk sosialisasi kepada masyarakat, peningkatan patroli, serta koordinasi antara Satpol PP dan Dinas Sosial untuk pembinaan dan rehabilitasi sosial. Masyarakat juga diajak untuk lebih bijak dalam memberikan bantuan kepada gepeng melalui lembaga resmi, bukan dengan uang langsung. Namun, penertiban ini menghadapi tantangan besar seperti keterbatasan fasilitas penampungan sementara, keberadaan gepeng dari luar daerah, serta masih banyaknya masyarakat yang memberi uang langsung kepada gepeng. Kesimpulan: Penelitian ini menyimpulkan bahwa keberhasilan penertiban ini sangat bergantung pada sinergi antara pemerintah, Satpol PP, Dinas Sosial, dan masyarakat untuk menciptakan lingkungan yang lebih tertib, aman, dan sejahtera, agar Kota Bengkulu terbebas dari gelandangan dan pengemis.
