Abstract
Permasalahan: Kinerja Satpol PP merupakan salah satu faktor penting dalam mendukung keberhasilan penegakan peraturan daerah, khususnya dalam penyelenggaraan bangunan gedung yang tertib dan sesuai ketentuan. Namun, Kabupaten Magelang masih menghadapi berbagai hambatan dalam pelaksanaan Peraturan Daerah Nomor 3 Tahun 2023, seperti proses penindakan yang panjang dan keterbatasan personel. Tujuan: Penelitian ini bertujuan untuk menganalisis kinerja Satuan Polisi Pamong Praja dalam penegakan Perda Nomor 3 Tahun 2023 tentang Bangunan Gedung di Kabupaten Magelang, serta mengidentifikasi faktor pendukung dan penghambatnya. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan teori kinerja sektor publik oleh (Dwiyanto, 2006), yang mencakup lima indikator yaitu produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Kinerja Satpol PP dalam penegakan Perda dinilai belum optimal. Hambatan utama meliputi proses administrasi yang memakan waktu dan kurangnya koordinasi lintas sektor. Secara faktual, dari target penertiban 110 bangunan bermasalah pada tahun 2024, Satpol PP hanya mampu menindak 102 bangunan (92,7%). Hal ini menunjukkan adanya deviasi dari target yang ditetapkan dalam Rencana Kinerja Tahunan (RKT). Meskipun demikian, terdapat upaya perbaikan seperti penyederhanaan prosedur serta penguatan koordinasi antarinstansi. Kesimpulan: Penegakan peraturan daerah memerlukan kinerja organisasi yang adaptif dan responsif terhadap tantangan di lapangan. Diperlukan penguatan strategi dan inovasi, termasuk dari sisi sumber daya manusia dan sistem koordinasi, agar Satpol PP dapat menjalankan tugasnya secara lebih efektif dan efisien dalam menjaga ketertiban penyelenggaraan bangunan gedung. Kata Kunci: Kinerja, Satuan Polisi Pamong Praja, Penegakan Peraturan Daerah, Bangunan Gedung, Pelayanan Publik Problem Statement: The performance of the Civil Service Police Unit (Satpol PP) is a crucial factor in supporting the effective enforcement of regional regulations, particularly in ensuring the orderly and compliant construction of buildings. However, Magelang Regency still faces several obstacles in implementing Regional Regulation Number 3 of 2023, including lengthy enforcement procedures and limited personnel. Purpose: This study aims to analyze the performance of the Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2023 concerning Buildings in Magelang Regency, as well as to identify the supporting and inhibiting factors. Methods: This research employed a descriptive qualitative method, using the public sector performance theory by Agus Dwiyanto (2006), which includes five indicators: productivity, service quality, responsiveness, responsibility, and accountability. Data were collected through interviews, field observations, and document analysis. Results: The performance of Satpol PP in enforcing the regulation is not yet optimal. Major obstacles include time-consuming administrative processes and suboptimal inter-agency coordination. Factually, from the target of 110 problematic buildings in 2024, Satpol PP was only able to crack down on 102 buildings (92.7%). This shows a deviation from the target set in the Annual Performance Plan (RKT). Nevertheless, improvement efforts have been made, such as simplifying procedures and strengthening institutional coordination. Conclusion: The enforcement of regional regulations requires organizational performance that is adaptive and responsive to field challenges. Strategic improvements and innovation are necessary especially in human resources and coordination systems, so that Satpol PP can more effectively carry out its duties in maintaining orderly building development.
