Abstract

ABSTRACT Problem Statement/Background (GAP): This research focuses on the low effectiveness of the implementation of the Disaster Resilient Village (Destana) Program in Palolo Sub-district, Sigi Regency, which can be seen from the lack of optimal community preparedness, lack of community participation, lack of supporting facilities, and the lack of integration of the program into village development planning. Although the program has been running, various technical, coordination, and funding obstacles make the program's achievements not optimal and risk not being sustainable if not thoroughly evaluated. Purpose: The purpose of this study was to thoroughly evaluate the Disaster Resilient Village Program in Palolo Sub-district, Sigi Regency, Central Sulawesi Province. Methods: This research used Qualitative method with descriptive approach. Data collection techniques were conducted by in-depth interviews (4 key informants, 2 additional informants), field observations and documentation. Results: The findings of this study indicate that the Disaster Resilient Village (Destana) Program in Palolo Sub-district has contributed to increasing community awareness and knowledge in dealing with disasters. However, the level of community participation still varies, preparedness has not been evenly distributed, and program implementation has not fully run according to plan. The main obstacles found include budget constraints, lack of cross-sector coordination, low village capacity, and lack of supporting facilities. In addition, the program has not been fully integrated into village development planning, making its implementation less sustainable. These findings inform the need for improved implementation strategies, more intensive community involvement, and strengthened regional policies. Conclusion: The conclusion of this study shows that the Disaster Resilient Village Program in Palolo Sub-district has had a positive impact in improving community understanding of disaster preparedness, but its implementation still faces various obstacles, such as limited resources, low community participation, and not optimal cross-sector coordination. Therefore, the program needs to be strengthened through integration into village development planning, increased budget support, as well as ongoing training and mentoring in order to run more effectively and sustainably.
