Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the use of SIMASTEN as an innovation in the Digitalization of ASN Management to address the issue of low realization of promotions for structural and functional positions in the Banten Province Purpose: This study aims to determine the effectiveness of the promotion process for structural and functional positions through the Integrated Civil Servant Management Information System (SIMASTEN) at the Regional Civil Service Agency (BKD) of Banten Province. SIMASTEN is a digital innovation in civil servant management designed to enhance transparency, efficiency, and accountability in the promotion process of ASN (State Civil Apparatus). Method: This study uses a descriptive qualitative approach, using data collection techniques such as interviews, observation, documentation, and questionnaires. The theoretical framework is based on Budiani’s (2020) theory of effectiveness. Result: The results show that SIMASTEN has improved the effectiveness of the promotion process, particularly in targeting and procedural simplicity. However, challenges remain in the areas of socialization and human resource readiness, especially among senior officials who face difficulties adapting to digital systems. Conclusion: The implementation aligns with Law No. 20 of 2023 concerning State Civil Apparatus, Government Regulation No. 17 of 2020, and Banten Governor Regulation No. 67 of 2017, which serves as the legal basis for SIMASTEN's development. The supporting factors for SIMASTEN’s effectiveness include leadership commitment, integrated data systems, and regulatory support. Meanwhile, inhibiting factors include limited digital literacy among some employees and uneven dissemination of information. Keywords: Effectiveness; Promotion; SIMASTEN ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada penggunaan SIMASTEN sebagai inovasi Digitalisasi Manajemen ASN dalam mengatasi permasalahan rendahnya data realisasi kenaikan pangkat jabatan struktural dan fungsional Di Provinsi Banten. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas kenaikan pangkat jabatan struktural dan fungsional melalui Sistem Informasi Terintegrasi Manajemen ASN (SIMASTEN) di Badan Kepegawaian Daerah Provinsi Banten. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui 2 wawancara, observasi, dokumentasi, dan penyebaran angket melalui teori efektivitas menurut Budiani (2020). Hasil/Temuan: Hasil penelitian menunjukkan bahwa SIMASTEN telah meningkatkan efektivitas proses kenaikan pangkat, khususnya dalam aspek ketepatan sasaran dan kemudahan prosedur. Namun, tantangan muncul pada aspek sosialisasi dan kesiapan SDM, terutama bagi pejabat senior yang masih kesulitan beradaptasi dengan sistem digital. Kesimpulan: Pelaksanaan SIMASTEN telah sesuai dengan ketentuan hukum yang berlaku, termasuk Undang-Undang Nomor 20 Tahun 2023 tentang ASN, PP Nomor 17 Tahun 2020, dan Pergub Banten Nomor 67 Tahun 2017. Keberhasilan implementasi didukung oleh komitmen pimpinan, integrasi data, dan dukungan regulasi. Namun, efektivitas penuh SIMASTEN masih terhambat oleh rendahnya literasi teknologi di kalangan pegawai dan belum meratanya sosialisasi. Kata Kunci : Efektivitas; Pangkat; SIMASTEN
