Abstract
ABSTRACT Problem/Background (GAP): Although the Population and Civil Registration Office of Palu City has implemented a Self-Data Integration Utility Program (Tas Gratis) based on Digital Identity (IKD) to improve the quality of population administration services, the level of community participation in IKD activation is still low, reaching only 3.76% of the 10% target. This indicates a gap between the availability of technology and its utilization by the community, caused by low digital literacy, insufficient socialization, and limited supporting infrastructure. Purpose: This study aims to analyze the implementation of the Free Bag Program in population administration services at the Population and Civil Registration Office of Palu City, as well as to identify the factors hindering its implementation and efforts to optimize it. Method: This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, direct observation, and document analysis. The analysis was conducted with reference to George Edward III's implementation theory, which includes four elements: communication, resources, disposition, and bureaucratic structure. Results/Findings: The results of the study indicate that the implementation of the Free Bag Program in Palu City is quite good, especially in terms of internal communication and the commitment of the implementers. However, there are still several obstacles, such as low digital literacy among the community, limited number of experts, and lack of technological infrastructure. The Population and Civil Registration Office of Palu City has made various optimization efforts, including direct socialization to the community and technical training for employees, but their effectiveness still needs to be improved. Conclusion: The implementation of the Free Bag Program is considered to be quite good in supporting the digitization of population services in Palu City. However, challenges in the form of limited human resources, infrastructure, and digital literacy among the community still need further attention. Enhancing public awareness, providing technical training, and ensuring adequate infrastructure support are key to optimizing the implementation of this program. ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun Dinas Kependudukan dan Pencatatan Sipil Kota Palu telah menerapkan Program Utilitas Integrasi Data Diri Sendiri (Tas Gratis) berbasis Identitas Kependudukan Digital (IKD) untuk meningkatkan kualitas pelayanan administrasi kependudukan, tingkat partisipasi masyarakat dalam aktivasi IKD masih rendah, yakni hanya 1 mencapai 3,76% dari target 10%. Hal ini mengindikasikan adanya kesenjangan antara ketersediaan teknologi dengan tingkat pemanfaatannya oleh masyarakat, yang disebabkan oleh rendahnya literasi digital, kurangnya sosialisasi, dan keterbatasan infrastruktur pendukung. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi Program Tas Gratis dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Palu, serta mengidentifikasi faktor-faktor penghambat dan upaya optimalisasi penerapannya. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Analisis dilakukan dengan mengacu pada teori implementasi dari George Edward III yang mencakup empat elemen: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi Program Tas Gratis di Kota Palu sudah cukup baik, terutama dalam hal komunikasi internal dan komitmen pelaksana. Namun, masih terdapat beberapa hambatan, seperti rendahnya literasi digital masyarakat, keterbatasan jumlah tenaga ahli, dan kurangnya infrastruktur teknologi. Dinas Dukcapil Kota Palu telah melakukan berbagai upaya optimalisasi, termasuk sosialisasi langsung ke masyarakat dan pelatihan teknis bagi pegawai, namun efektivitasnya masih perlu ditingkatkan. Kesimpulan: Implementasi Program Tas Gratis dinilai sudah cukup baik dalam mendukung digitalisasi pelayanan kependudukan di Kota Palu. Namun, tantangan berupa keterbatasan SDM, infrastruktur, dan literasi digital masyarakat masih perlu mendapatkan perhatian lebih lanjut. Peningkatan sosialisasi, pelatihan teknis, serta dukungan infrastruktur yang memadai menjadi kunci dalam mengoptimalkan penerapan program ini.
