Abstract

ABSTRACT Background: This research is motivated by the low level of public trust in the government, as reflected in the suboptimal scores of the Electronic-Based Government System (SPBE) Index and the Public Service Quality Perception Index (IPKP) of Bantaeng Regency. Additionally, issues in the archival sector, such as technological limitations, a lack of archival human resources, and non-standardized archive management, pose challenges in optimizing public services. Purpose: This study aims to examine the implementation of the Integrated Dynamic Archival Information System (SRIKANDI) in realizing trustworthy governance in Bantaeng Regency. Methods: This research employs a qualitative method with a descriptive approach. Data collection techniques include in-depth interviews, observation, and documentation. The data were analyzed using data reduction, data presentation, and conclusion drawing. Result: The analysis is based on the elements of trustworthy government (Carnevale), such as leadership, participation and involvement, effective communication, performance appraisal and incentive system, and managing power, politics, and conflict. Conclusion: The results show that the implementation of SRIKANDI has contributed positively to enhancing the transparency, efficiency, and accountability of public services, especially when supported by strong leadership commitment and synergy among regional apparatus organizations. However, challenges remain regarding digital infrastructure and human resource competency. Keywords: Trustworthy Government, SRIKANDI, Digital Archives, Public Service, Bantaeng Regency ABSTRAK Latar Belakang: Penelitian ini dilatarbelakangi pada rendahnya tingkat kepercayaan publik terhadap pemerintah, yang tercermin dari capaian Indeks SPBE dan IPKP Kabupaten Bantaeng yang masih belum optimal. Selain itu, permasalahan dalam bidang kearsipan, seperti keterbatasan teknologi, minimnya SDM arsiparis, dan belum standarnya pengelolaan arsip, menjadi tantangan dalam optimalisasi pelayanan publik. Tujuan: Penelitian ini bertujuan untuk mengkaji penerapan Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) dalam rangka mewujudkan tata kelola pemerintahan yang terpercaya (trustworthy government) di Kabupaten Bantaeng. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data meliputi wawancara mendalam, observasi, dan dokumentasi. Data dianalisis dengan pendekatan reduksi data, penyajian data, serta penarikan kesimpulan. Hasil: Analisis berdasarkan elemen trustworthy government (Carnevale) seperti leadership, participation and involvement, effective communication, performance appraisal and incentive system, serta managing power, politics, and conflict menunjukkan bahwa penerapan SRIKANDI mampu meningkatkan profesionalisme birokrasi dan kepercayaan publik, terutama ketika didukung oleh komitmen pimpinan daerah dan sinergi antar perangkat daerah. Kesimpulan: menunjukkan bahwa penerapan SRIKANDI di Kabupaten Bantaeng memberikan kontribusi positif terhadap peningkatan transparansi, efisiensi, dan akuntabilitas layanan publik, meskipun masih menghadapi hambatan dalam hal infrastruktur digital dan kompetensi SDM.
