Abstract
ABSTRACT Problem/Background (GAP): Village funds are a fiscal policy instrument that aims to improve development and community empowerment at the village level. However, in practice in Tanjung Benoa Village, this policy has not been implemented optimally. There are various obstacles such as limited human resources, overlapping tasks between agencies, changes in fund allocation, budget limitations, and the absence of clear standard operating procedures (SOPs). Purpose: This study aims to describe and analyze the implementation of village fund policies in community empowerment in Tanjung Benoa Village, as well as identify the obstacles faced and efforts made to overcome them. Method: This study uses a qualitative descriptive approach with George Edward III's policy implementation theory which includes four dimensions: communication, resources, disposition, and bureaucratic structure. Data collection techniques are carried out through observation, interviews, and documentation. Results: The results of the study indicate that despite efforts by the village to maximize resources and improve coordination, policy implementation is still hampered by unclear SOPs, ineffective budget allocation (especially the TPS3R program), and weak budget planning. Conclusion: To optimize the implementation of village fund policies in Tanjung Benoa Village, it is necessary to strengthen the capacity of the apparatus, more mature budget planning, create a program priority scale, consistent communication between institutions, and prepare structured SOPs to ensure that the policy runs effectively and efficiently.
