Abstract

ABSTRACT Problem Statement/Background (GAP): The increasing illegal occupation of land assets owned by the Surabaya City Government has made land asset protection a strategic issue. The main problem lies in the suboptimal synergy between government institutions, particularly the Civil Service Police Unit (Satpol PP) and the Regional Financial and Asset Management Agency (BPKAD), in asset protection efforts. Purpose: This study aims to analyze the synergy between Satpol PP and BPKAD of Surabaya City in securing regional government land assets and to identify the obstacles encountered during implementation. Method: The study uses a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The analysis applies Michael Doctoroff’s (1997) synergy theory, which consists of four main dimensions: effective communication, rapid feedback, trust, and creativity. Result: The results show that the synergy between Satpol PP and BPKAD in securing land assets has not been optimal. Identified obstacles include the limited involvement of Satpol PP from the planning stage, ineffective coordination, limited human resources, and the lack of an integrated data and reporting system. Other challenges include insufficient public outreach, weak post-eviction supervision, and community resistance. Conclusion: The synergy between Satpol PP and BPKAD remains suboptimal, particularly in terms of communication, trust, and feedback. The main barriers lie in the lack of integration from the planning phase, weak coordination, and limited human resources. However, innovation through shared technology usage indicates potential for improved synergy in the future. Keywords: Synergy, Satpol PP, BPKAD, Regional Assets, Land Protection ABSTRAK Permasalahan/Latar Belakang (GAP): Meningkatnya penguasaan ilegal terhadap aset tanah milik Pemerintah Kota Surabaya menjadikan pengamanan aset tanah sebagai isu strategis. Permasalahan utama terletak pada belum optimalnya sinergi antar lembaga pemerintah, khususnya antara Satuan Polisi Pamong Praja (Satpol PP) dan Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) dalam upaya pengamanan aset. Tujuan: Penelitian ini bertujuan untuk menganalisis sinergitas antara Satpol PP dan BPKAD Kota Surabaya dalam pengamanan aset tanah milik pemerintah daerah, serta mengidentifikasi hambatan-hambatan yang dihadapi selama pelaksanaannya. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisis data menggunakan teori sinergitas Michael Doctoroff (1997) yang mencakup empat dimensi utama, yaitu komunikasi efektif, umpan balik cepat, kepercayaan, dan kreativitas. Hasil/Temuan: Hasil penelitian menunjukkan bahwa sinergitas antara Satpol PP dan BPKAD Kota Surabaya dalam pengamanan aset tanah belum berjalan optimal. Hambatan yang dihadapi antara lain: keterlibatan Satpol PP yang belum maksimal sejak tahap perencanaan, koordinasi yang belum efektif, keterbatasan sumber daya manusia, serta belum terintegrasinya sistem data dan pelaporan. Tantangan lain mencakup minimnya sosialisasi, lemahnya pengawasan pascapenertiban, dan resistensi warga. Kesimpulan: Sinergitas antara Satpol PP dan BPKAD Kota Surabaya belum optimal, terutama pada aspek komunikasi, kepercayaan, dan umpan balik. Hambatan utama terletak pada kurangnya integrasi sejak tahap perencanaan, koordinasi yang lemah, dan keterbatasan SDM. Namun, inovasi melalui pemanfaatan teknologi bersama menunjukkan potensi penguatan sinergi ke depan. Kata Kunci: Sinergitas, Satpol PP, BPKAD, Aset Daerah, Pengamanan Tanah
