Abstract

Problem Statement/Background (GAP): The issue of street children reflects the complexity of social problems that threaten the fulfillment of children's rights and urban social stability. In Semarang City, the existence of street children shows an alarming intensity, along with weak coordination across agencies in handling strategies. The complexity of the problem is exacerbated by a repressive approach and a lack of consistency in program planning. The fragmentation of roles between Satpol PP, the Social Service, and the Anantaka Foundation has led to inefficiencies in interventions, with the impact of repeated road cycle re-production and failure to integrate into the social protection system. Purpose: The purpose of the research is to explore the dynamics of collaboration between agencies in the context of handling street children through the framework of collaborative governance theory. Method: The purpose of the research is to explore the dynamics of collaboration between agencies in the context of handling street children through the framework of collaborative governance theory. The research was carried out in the administrative area of Semarang City with an exploratory qualitative approach. Information was collected through in-depth interviews with representatives from Satpol PP, Dinsos, Anantaka Foundation, and street children who participated in the learning program. The interview data were analyzed thematically and confirmed by triangulating observation and documentation data. Result: The findings indicate that the form of collaboration is still sectoral, predominantly relies on unilateral initiatives, and has not shown a participatory and sustainability-oriented governance pattern. Conclusion: The research recommendations emphasize the need for the establishment of a permanent multi-stakeholder forum, strengthening formal agreements between agencies, and developing evaluative mechanisms based on collaborative performance indicators. Permasalahan/Latar Belakang (GAP): Isu anak jalanan mencerminkan kompleksitas permasalahan sosial yang mengancam pemenuhan hak anak serta kestabilan sosial perkotaan. Di Kota Semarang, keberadaan anak jalanan menunjukkan intensitas yang mengkhawatirkan, seiring dengan lemahnya koordinasi lintas instansi dalam strategi penanganan. Kompleksitas masalah diperparah oleh pendekatan yang masih bersifat represif dan minimnya konsistensi dalam perencanaan program. Fragmentasi peran antara Satpol PP, Dinsos, dan Yayasan Anantaka menimbulkan ketidakefisienan intervensi, dengan dampak berupa re-produksi siklus jalanan yang berulang dan kegagalan integrasi ke dalam sistem perlindungan sosial. Tujuan: Tujuan penelitian mengeksplorasi dinamika kolaborasi antar instansi dalam konteks penanganan anak jalanan melalui kerangka teori collaborative governance. Metode: Penelitian dilaksanakan di wilayah administratif Kota Semarang dengan pendekatan kualitatif eksploratif. Informasi dikumpulkan melalui wawancara mendalam dengan perwakilan dari Satpol PP, Dinsos, Yayasan Anantaka, serta anak jalanan yang mengikuti program pembelajaran. Data hasil wawancara dianalisis secara tematik dan dikonfirmasi dengan triangulasi data observasi dan dokumentasi. Hasil/Temuan: Temuan mengindikasikan bentuk kolaborasi masih bersifat sektoral, dominan bersandar pada inisiatif sepihak, serta belum menunjukkan pola tata kelola yang partisipatif dan berorientasi keberlanjutan. Kesimpulan: Rekomendasi penelitian menekankan pada kebutuhan pembentukan forum multi pihak yang permanen, penguatan kesepakatan formal antar instansi, serta pengembangan mekanisme evaluatif berbasis indikator kinerja kolaboratif.
