Abstract
ABSTRACT Problem Statement/Background (GAP): The work discipline of civil servants (ASN) is one of the key factors in supporting the effectiveness of governmental organizations. However, in the Department of Manpower and Transmigration of North Bengkulu Regency, the level of ASN discipline remains relatively low, despite the implementation of a fingerprint attendance system and the application of a transformational leadership style by the Head of Department. This phenomenon indicates a gap between the leadership style being implemented and the expected outcomes in improving employee discipline. PurposeThis study aims to analyze and understand the transformational leadership of the Head of the Department in enhancing the discipline of civil servants (ASN) at the Department of Manpower and Transmigration of North Bengkulu Regency, including identifying the inhibiting factors and the strategic efforts undertaken to address these challenges in the implementation of transformational leadership. Method: This study employs a qualitative approach with a descriptive method and an inductive reasoning pattern. Data collection techniques include interviews, observations, and documentation. The analysis is based on the transformational leadership theory by Bass & Riggio (2006), which consists of four dimensions: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. Result: The results indicate that the development of civil servant competencies in North Prabumulih Sub-District is fairly good, particularly in the training dimension. However, obstacles remain in terms of access to formal education, limited funding, low employee motivation, and suboptimal facilities and infrastructure. Conclusion: Transformational leadership has a positive influence on improving the discipline of civil servants (ASN), but its implementation has not been fully realized across all dimensions. A more intensive and communicative approach, along with support in the form of coaching and training, is needed to enhance the effectiveness of leadership in fostering a culture of discipline within the department. Keywords: Transformational Leadership, Work Discipline, Civil Servants (ASN) ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Disiplin kerja ASN merupakan salah satu faktor penting dalam menunjang efektivitas organisasi pemerintahan. Namun, di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bengkulu Utara, tingkat kedisiplinan ASN masih tergolong rendah, meskipun telah diterapkan sistem absensi fingerprint dan Kepala Dinas menerapkan gaya kepemimpinan transformasional. Fenomena ini menunjukkan adanya kesenjangan antara penerapan gaya kepemimpinan dengan hasil kedisiplinan pegawai yang diharapkan. Tujuan: untuk menganalisis dan mengetahui kepemimpinan transformasional kepala dinas dalam meningkatkan disiplin ASN di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bengkulu Utara. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dan pola berpikir induktif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Analisis menggunakan teori kepemimpinan transformasional Bass & Riggio (2006) yang terdiri dari empat dimensi: idealized influence, inspirational motivation, intellectual stimulation, dan individualized consideration. Hasil: Hasil penelitian menunjukkan bahwa penerapan kepemimpinan transformasional oleh Kepala Dinas telah cukup efektif, khususnya pada dimensi pengaruh ideal (idealized influence) dan motivasi inspirasional (inspirational motivation). Namun, dimensi stimulasi intelektual (intellectual stimulation) dan perhatian individual (individualized consideration) belum diterapkan secara optimal. Beberapa pegawai masih menunjukkan resistensi terhadap kebijakan baru, dan tidak ada pelatihan atau pembinaan individu yang dilakukan dalam tiga tahun terakhir. Kesimpulan: Kepemimpinan transformasional memiliki pengaruh positif terhadap peningkatan disiplin ASN, tetapi penerapannya belum menyeluruh pada semua dimensi. Diperlukan pendekatan yang lebih intensif, komunikatif, serta dukungan pembinaan dan pelatihan untuk meningkatkan efektivitas kepemimpinan dalam membentuk budaya disiplin di lingkungan dinas.
