Abstract
The Regional Government Information System (SIPD) which is a human resource problem, so that the quality of income reporting is still not optimal. This is the basis of the general problem of employee problems, considering that the use of the Regional Government Information System (SIPD) has been required by the central government and will certainly help regional and central governments in processing the required data in an integrated manner. This study aims to analyze regional financial reports through the implementation of the Regional Government Information System (SIPD) in Lhokseumawe City, with a focus on system implementation, obstacles faced, and strategic efforts made by the Financial and Regional Management Agency (BPKD) in optimizing the function of SIPD. A qualitative approach using a case study method was employed, with data collection techniques including participatory observation, semi-structured interviews with key informants, and document analysis from local government financial archives. The problem underlying this research is the suboptimal implementation of SIPD, which is influenced by low human resource competency, lack of technical training, and limited information technology infrastructure. The results of the study indicate that although SIPD has been implemented in accordance with regulations, its effectiveness has not been fully achieved due to technical and institutional constraints. BPKAD has made various efforts such as internal training, improving coordination between work units, and technical improvements to the SIPD system. The conclusion of this study emphasizes the importance of strengthening human resource capacity, system modernization, and budget support for information technology infrastructure. The suggestions put forward are the need for ongoing training programs, periodic updates to the SIPD system, and cross-sector collaboration to create transparent, accountable, and integrated regional financial governance. Sistem Informasi Pemerintahan Daerah (SIPD) yang menjadi permasalahan sumber daya manusia, sehingga kualitas pelaporan pendapatan masih belum optimal. Hal ini menjadi dasar permasalahan umum dari permasalahan pegawai, mengingat bahwa penggunaan Sistem Informasi Pemerintahan Daerah (SIPD) ini sudah diwajibkan oleh pemerintah pusat dan juga pastinya akan lebih membantu pemerintah daerah dan pemerintah pusat dalam mengolah data yang diperlukan secara terintegrasi.Penelitian ini bertujuan untuk menganalisis laporan keuangan daerah melalui penerapan Sistem Informasi Pemerintahan Daerah (SIPD) di Kota Lhokseumawe, dengan fokus pada pelaksanaan sistem, hambatan yang dihadapi, serta upaya strategis yang dilakukan oleh Badan Pengelola Keuangan dan Daerah (BPKD) dalam mengoptimalkan fungsi SIPD. Permasalahan yang melatarbelakangi penelitian ini adalah belum optimalnya penerapan SIPD, yang dipengaruhi oleh rendahnya kompetensi sumber daya manusia, kurangnya pelatihan teknis, serta keterbatasan infrastruktur teknologi informasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, dan teknik pengumpulan data meliputi observasi partisipatif, wawancara semi-terstruktur dengan informan kunci, serta dokumentasi dari arsip keuangan daerah. Hasil penelitian menunjukkan bahwa meskipun SIPD telah diterapkan sesuai regulasi, namun efektivitasnya belum tercapai sepenuhnya akibat kendala teknis dan kelembagaan. BPKAD telah melakukan berbagai upaya seperti pelatihan internal, peningkatan koordinasi antar unit kerja, serta perbaikan teknis pada sistem SIPD. Kesimpulan dari penelitian ini menekankan pentingnya penguatan kapasitas sumber daya manusia, modernisasi sistem, serta dukungan anggaran untuk infrastruktur teknologi informasi. Adapun saran yang diajukan adalah perlunya program pelatihan yang berkelanjutan, pembaruan sistem SIPD secara berkala, serta kolaborasi lintas sektor guna menciptakan tata kelola keuangan daerah yang transparan, akuntabel, dan terintegrasi.
