Abstract

ABSTRACT Problem Statement/Background (GAP): The development of information technology has a major impact on government administration. However, in the implementation of the civil servant performance appraisal policy through the e-Kinerja application at the Rejang Lebong Regency Council Secretariat, there are still obstacles. Purpose: To analyze the implementation of civil servant performance appraisal policies through the e-Kinerja application. Method: Using a qualitative approach with data collection techniques through interviews, observation, and documentation. Analysis using Edward III's Policy Implementation theory (in Agustino, 2022) Data collection techniques are carried out by interview, observation, and documentation. Result: The results showed that the implementation of the Civil Servant Performance Assessment policy through the E-Kinerja Application at the Secretariat of the Rejang Lebong Regency Council, Bengkulu Province was not good in the dimensions of resources, disposition and bureaucratic structure due to obstacles in implementation, namely the lack of quality human resources in the field of technology, employees' understanding of SOPs that were not optimal, and limited facilities and infrastructure. Conclusion: Due to the emergence of obstacles in the implementation of the Civil Servant Performance Assessment policy through the E-Kinerja Application, the Secretariat of the Rejang Lebong Regency Council of Bengkulu Province seeks to improve the quality of human resources socialization and technical guidance, person to person assistance, as well as improvement and procurement of supporting facilities and infrastructure. Keywords: Policy Implementation, Performance Assesment, E-Kinerja ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Perkembangan teknologi informasi berdampak besar terhadap penyelenggaraan pemerintahan. Namun, dalam pelaksanaan kebijakan penilaian kinerja PNS melalui aplikasi e-Kinerja di Sekretariat Dewan Kabupaten Rejang Lebong masih terdapat hambatan. Tujuan: Untuk menganalisis implementasi kebijakan penilaian kinerja PNS melalui aplikasi e-Kinerja. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis menggunakan teori Implementasi Kebijkan Edward III (dalam Agustino, 2022) Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa implementasi kebijakan Penilaian Kinerja Pegawai Negeri Sipil melalui Aplikasi E-Kinerja di Sekretariat Dewan Kabupaten Rejang Lebong Provinis Bengkulu belum baik pada dimensi sumber daya, Disposisi dan struktur birokrasi karena adanya kendala dalam implementasi yaitu kurangnya kualitas SDM di bidang teknologi, pemahaman pegawai terhadap SOP yang belum optimal, serta keterbatasan sarana dan prasarana. Kesimpulan: Karena munculnya hambatan dalam implementasi kebijakan Penilaian Kinerja Pegawai Negeri Sipil melalui Aplikasi E-Kinerja, Sekretariat Dewan Kabupaten Rejang Lebong Provinsi Bengkulu berupaya meningkatkan kualitas sumber daya manusia sosialisasi dan bimbingan teknis, pendampingan person to person, serta perbaikan dan pengadaan sarana dan prasarana pendukung.
