Abstract

ABSTRACT West Manggarai Regency which is capitalized in Labuan Bajo is one of the tourism areas in East Nusa Tenggara Province. One of the attractions that make this area as a must-visit tourist destination other than because of its natural beauty is the existence of an ancient animal known as Komodo. The increasing number of tourist arrivals in Komdo National Park causes an increase in the number of PNPB each year. Local Government also conduct development of existing tourism object by referring to Local Regulation Number 3 Year 2014 about Master Plan of Tourism Development Area. However, the implementation is not in accordance with the applicable regulations. Sehinngga, the author is interested to take the title "IMPLEMENTATION REGULATION NUMBER 3 YEAR 2014 IN THE DEVELOPMENT OF KOMODO NATIONAL PARK PARK IN WEST DISTRICT MANGGARAI PROVINCE NUSA TENGGARA TIMUR". This research was conducted to find out how the implementation of Regional Regulation No. 3 of 2014 in the development of tourism Komodo National Park, supporting factors and inhibiting factors as well as efforts made by the Department of Tourism and Culture of West Manggarai Regency. This research is conceptualized based on the implementation theory proposed by George Edwards III with qualitative research method descriptive with inductive approach. Data were obtained by using data collecting technique through interview, observation, documentation and triangulation. While the data analysis techniques used through data reduction, data presentation, and withdrawal of conclusions. The results showed that the implementation of Regional Regulation Number 3 of 2014 in the development of tourism Komodo National Park in West Manggarai has not run optimally. This is because there are still obstacles in the development of tourism such as the limited budget, the quality and quantity of the employees of the Department of Tourism and Culture of West Manggarai Regency and inadequate supporting facilities and infrastructure, and the lack of participation from the community. In this study the authors some suggestions among other for the local Government to optimize the utilization of the budget, the addition of the number of qualified employees, increasing cooperation with various parties in the field of tourism and socialization activities about the charm and tourist awareness.
