Abstract
Problem Statement/Background (GAP): This research was initiated due to the observation that only a few Village-Owned Enterprises (BUMDes) in Banda Aceh City are classified as developing, despite the presence of 90 BUMDes in the city. This indicates that many BUMDes still need development to be fully utilized by the community and contribute to economic stability. Objective: The aim of this research is to identify and formulate strategies for developing BUMDes in Banda Aceh City, as well as to analyze the factors that hinder this development and the efforts required to overcome these challenges. Method: This study employs a qualitative descriptive approach, utilizing data collection methods such as observation, interviews, and documentation. The strategy theory by Walker (2016), which includes five dimensions—scope, goals and objectives, resource allocation, sources of competitive advantage, and sources of synergy—was applied in this research. The collected data was processed through data reduction, data presentation, and conclusion drawing. Results/Findings: The research findings suggest that innovative business models, such as those focused on ecotourism and cultural tourism involving local communities as tour guides and service providers, can be adopted by BUMDes to develop the tourism and cultural sectors. Conclusion: The use of digital technology, including mobile applications for promoting and marketing village tour packages, along with an integrated online booking system, represents a promising strategy for the development of BUMDes in Banda Aceh City.
