Abstract

BAHASA INGGRIS Problem statement/Background (GAP): The focus of this research is to determine the readiness of e-government in Muna Regency. This study is necessary and worth conducting because no previous research has examined the readiness of e-government in Muna Regency. Purpose: The purpose of this research is to analyze the extent of e-government readiness in Muna Regency. Therefore, the researcher has chosen the title "Analysis of the Readiness of E-Government Implementation towards Smart Governance in Muna Regency." Method: The research method used is a quasi-qualitative method. This method is chosen because theory serves as a tool for data analysis and as a foundation for thinking from the beginning of the research. Data collection techniques include interviews, observations, and documentation. The sampling technique used is purposive sampling. The data analysis techniques consist of data reduction, data presentation, and conclusion drawing. The analysis is conducted using the e-government readiness theory (Indrajit, 2005) and the smart governance theory (Giffenger, 2007). Results/Findings: The research findings indicate that Muna Regency is ready but not yet optimal in the implementation of e-government to support smart governance. However, there are shortcomings: first, network accessibility in the telecommunications infrastructure dimension; second, the level of public participation has not been maximized in the participation in decision-making dimension. Conclusion: Muna Regency's readiness for e-government implementation can be considered ready but not yet optimal. This is evident from the six dimensions described, where Muna Regency's infrastructure is good, but network infrastructure is still not optimal, especially in remote areas that still have difficulty accessing the internet. In terms of smart governance, Muna Regency involves public participation in decision-making. The community, represented by sub-district heads, holds development planning meetings (musrenbang) with the Regent of Muna annually. Public proposals as a level of participation in decision-making to establish policies will be prioritized. Keywords: Analysis, E-Government, Muna Regency, Smart Governance BAHASA INDONESIA Permasalahan/Latar Belakang (GAP): Penelitian ini berfokus pada kurangnya fasilitas penerapan E-Government dan nilai SPBE yang masih rendah di Kabupaten Muna. Tujuan: Tujuan penelitian ini adalah peneliti ingin menganalisis sejauh man kesiapan e-govovernment di Kabupaten Muna. Metode: Penelitian menggunakan metode quasi qualitative dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta pengambilan sampel purposive sampling, dengan analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan menggunakan teori kesiapan e-government oleh Indrajit dan teori smart governance oleh Giffenger. Hasil/Temuan: Penelitian ini menunjukkan bahwa pada dimensi partisipasi masyarakat, regulasi, dan peran aktif pemerintah masih kurang, akan tetapi pada dimensi kesiapan SDM pemda, tingkat konetifitas apenggunaan TI, dan perubahan paradigma sudah berjalan dengan baik. Infrastruktur tekomunikasi di kabupaten Muna ditemukan sudah baik hanya saja pada infrastruktur jaringan masih belum maksimal terkhusus daerah pelosok yang masih sulit mendapatkan akses internet. Smart governance Kabupaten Muna dalam mengambil keputusan selalu melibatkan partisipasi masyrakat. Masyarakat diwakili kepala kecamatan mengadakan musyawarah rencana pembangunan (musrenbang) bersama Bupati Muna yang diadakan tiap tahun. Usulan masyarakat sebagai tingkat partisipasi dalam mengambil keputusan untuk menetapkan suatu kebijkan akan menjadi prioritas. Kesimpulan: Penelitian ini menyimpulkan bahwa kesiapan egov dalam mewujudkan smartgov di kab muna berjalan cukup baik. Kata Kunci: Analisis kesiapan; E-Government; Smart Governance
