Abstract

ABSTRACT Problem Statement/Background (GAP): Small and Medium Enterprises (SMEs) have significant potential in each region, playing a strategic role in labor absorption, regional income, and benefiting local communities. In Fakfak Regency, SMEs are crucial for improving the standard of living, especially for those lacking higher education or belonging to small and medium communities. Objective: This research aims to describe the role of the Cooperative Office, Small and Medium Enterprises in empowering the Enenem Jaya Cooperative in Arguni District, Fakfak Regency, West Papua Province. Method: The research employs a qualitative, descriptive method with an inductive approach. It seeks to describe or illustrate the problem based on specific or general facts. The analytical method used is derived from the role theory proposed by Heroepoetri & Santoso (2003), which defines roles as policies, strategies, communication tools, dispute resolution tools, and therapeutic measures for the community. Results/Findings: The study concludes that the Cooperative Office and SMEs have played an optimal role in empowering the Enenem Jaya Cooperative. This empowerment includes improving the cooperative's quality and providing assistance in terms of necessary equipment. Moreover, the already effective governance system of the cooperative office requires further enhancement. Conclusion: The Cooperative Office, Small and Medium Enterprises in Fakfak Regency has effectively empowered the Enenem Jaya Cooperative by enhancing its quality and providing essential support. Continuous improvements in governance are necessary to maintain and build on this progress. Keywords: Empowerment, Role, SME ABSTRAK Latar Belakang (GAP): Potensi yang dimiliki setiap daerah adalah Usaha Kecil Menengah (UKM), yang memiliki peran strategis dalam penyerapan tenaga kerja dan pendapatan daerah serta masyarakat lokal. Di Kabupaten Fakfak, UKM ditempatkan dalam posisi yang strategis untuk meningkatkan taraf hidup masyarakat, terutama bagi mereka yang tidak memiliki pendidikan tinggi atau masyarakat kecil dan menengah. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan peran Dinas Koperasi, Usaha Kecil dan Menengah dalam pemberdayaan terhadap Koperasi Enenem Jaya di Distrik Arguni, Kabupaten Fakfak, Provinsi Papua Barat. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dan induktif. Penelitian ini akan menggambarkan permasalahan yang diteliti berdasarkan fakta yang bersifat khusus atau umum. Metode analisis yang digunakan untuk mendukung penelitian ini adalah teori peran yang dikemukakan oleh Heroepoetri & Santoso (2003), yang mendefinisikan peran sebagai kebijakan, strategi, alat komunikasi, alat penyelesaian sengketa, dan juga terapi bagi masyarakat. Hasil/Temuan: Berdasarkan hasil penelitian ini, dapat disimpulkan bahwa Dinas Koperasi, Usaha Kecil dan Menengah dalam pemberdayaan terhadap Koperasi Enenem Jaya di Distrik Arguni, Kabupaten Fakfak, sudah berperan secara optimal dalam pemberdayaan koperasi dengan meningkatkan mutu Koperasi Enenem Jaya serta memberikan bantuan dalam hal perlengkapan kebutuhan koperasi. Kesimpulan: Dinas Koperasi, Usaha Kecil dan Menengah di Kabupaten Fakfak telah memainkan peran yang optimal dalam pemberdayaan Koperasi Enenem Jaya melalui peningkatan mutu dan pemberian bantuan perlengkapan. Sistem tata kelola yang sudah baik dari dinas koperasi perlu terus ditingkatkan. Kata kunci: Pemberdayaan, Peran, UKM
